The elective officers of the Township shall
be the members of the Township Committee.
All officers shall be residents of the Township
and except where otherwise provided by law shall hold office for one
year, beginning January 1 next succeeding their election. The term
of the Assessor shall commence on July 1 next following his election.
No Township officer, whether elected or appointed, shall hold over
in his office after the expiration of the term in which he was elected
or appointed. The Township Clerk shall hold office for three years,
the Assessor and Collector for four years, all subject to any right
of tenure prescribed by the laws of New Jersey.
Any person appointed by the Township Committee
to fill a vacancy in any elective office, except the office of Assessor,
shall hold office only until January 1, and any person appointed to
fill a vacancy in the office of Assessor shall hold office only until
July 1, after the general election next succeeding his appointment,
and at that election a qualified person shall be elected to fill the
unexpired term. If a vacancy occurs at so short a period of time before
the next general election that the office cannot be filled at the
election, the Township Committee may fill the vacancy in the same
manner as though it had occurred immediately after the election, and
the vacancy shall then be filled at the next subsequent general election
for the unexpired term.

No elected official who was a member of a governing body that
authorized, or otherwise voted in favor of, the award of a contract
between the Township of Andover and a vendor shall, for one year following
separation from elected office, become employed by said vendor.
