A. 
There shall continue, within the City of Brigantine, an appointed Board of Education, or a Type I Board of Education, as is defined in Title 18A of the New Jersey Statutes Annotated. The membership of the Board of Education shall continue in their respective offices until the expiration of their tenure or until their successor is appointed and qualified.
B. 
All vacancies in the Board of Education shall be filled by the Mayor.
A. 
There shall continue within the City of Brigantine a Board of School Estimate, as such is defined in N.J.S.A. 18A:22-1, consisting of two members of the Board of Education, appointed by it, two members of the governing body of the municipality, appointed by it, and the Mayor.
B. 
All Council appointments to the Board of School Estimate shall be appointed by the City Council.
C. 
The Mayor shall be the fifth member of the Board of School Estimate.
A. 
The Planning Board is hereby reestablished as a nine-member Planning Board, with four alternate members.

B. 
The membership of the Planning Board shall be as is set forth in N.J.S.A. 40:55D-23 and 40:55D-23.1.
C. 
The Mayor or the Manager, in accordance with New Jersey statutes, shall be the Class I member.
D. 
The Council position, Class III, shall be appointed by the City Council.
E. 
Vacancies in the office of Planning Board member or alternate shall be filled in the manner of original appointment and only for the unexpired term.
F. 
The Secretary of the Planning Board shall serve as the administrative officer in charge of the receipt and processing of applications and shall perform such duties as are assigned by the Chairperson of the Planning Board. Vacancies in the office of Planning Board Secretary shall be filled by the Manager.

The Zoning Board of Adjustment is hereby reestablished as a seven-member Zoning Board of Adjustment, with two alternate members.
B. 
Vacancies in the Zoning Board shall be appointed by the City Council.
C. 
Vacancies in the office of a Zoning Board of Adjustment member shall be filled in the manner of original appointment and only for the unexpired term.
D. 
The Secretary of the Zoning Board of Adjustment shall be the administrative officer in charge of the receipt and processing of Zoning Board of Adjustment applications and shall perform such duties as are assigned by the Chairperson of the Zoning Board of Adjustment. Vacancies in the office of the Secretary of the Zoning Board of Adjustment shall be filled by the Manager.

A. 
Recreation Advisory Commission.
(1) 
There is hereby reestablished the Recreation Advisory Commission of 12 members, who shall be residents of the City of Brigantine. Terms of office shall be for one year.

(2) 
All members shall serve without compensation, and vacancies shall be appointed by the City Council.
(3) 
The Recreation Advisory Commission shall:
(a) 
Advise the City Council and Manager as to recreation policies, proposed or existing ordinances, capital development and maintenance of facilities.
(b) 
Serve as the representative body for sports clubs and organizations, facilities use and sharing and programs of the City.
(c) 
Make recommendations to the Manager concerning the allocation of City funds to users to the City recreation facilities.
(d) 
Make recommendations to the Manager and the Council concerning the fees to be charged users of the facilities.
(e) 
Make recommendations to the Manager and the Council concerning the training and certification of youth sports coaches who use City facilities.
(f) 
Make recommendations to the City Manager and the Superintendent of Public Works concerning the day-to-day maintenance and operation of the recreation facilities.
B. 
Director of Recreation.
(1) 
The Director of Recreation shall serve under the direction of the Manager and shall perform duties, including those which are as set forth herein, in support of programs and activities of the Recreation Department. The Director of Recreation shall coordinate and plan programs, supervise the persons hired for the implementation of such programs, supervise the collection of fees and supervise the preparation of facilities, sports fields and buildings for such activities. The Director shall further develop, plan and organize the implementation of a comprehensive program for recreation within the City as directed by the City Council. The Director shall further make recommendations to the Manager, the Recreation Commission and the City Council in the development of recreation programs. The Director shall further coordinate the requests for funds from various sports and recreation organizations and prepare recommendations to the Manager concerning the budget for such purposes.
(2) 
Vacancies in the office of the Director of Recreation shall be filled by the Manager.

A. 
There is hereby established the City of Brigantine Clean Communities Act Committee to make recommendations concerning the administration of the Clean Communities and Recycling Act, N.J.S.A. 13:1E-92 et seq., and to assist the City of Brigantine in developing and implementing regulations concerning the control of litter and other waste-generating activities and to collect such information concerning the program of waste and recycling activities as is required for any annual report relative to the application for and receipt of State of New Jersey aid for such programs available pursuant to N.J.S.A. 13:1E-99.2 and other provisions of law.
B. 
The City of Brigantine Clean Communities Act Committee shall consist of five members, who shall serve terms of one year. Vacancies in the membership of the Clean Communities Act Committee shall be appointed by the City Council.
C. 
The Recycling Coordinator and Control Officer, in the Department of Public Safety, shall serve as the advisor to the Clean Communities Act Committee.

A. 
There is hereby reestablished the Lifeguard Pension Commission, to administer the pension fund for lifeguards established pursuant to N.J.S.A. 43:13-23 et seq. Pursuant to N.J.S.A. 43:13-28, the Lifeguard Pension Commission shall consist of four members, the initial members of which and vacancies on which shall be appointed by the City Council. One member shall be a superior officer of the life guard force, one shall be a lifeguard, and two members shall be citizens of the City of Brigantine and not members of the lifeguard force. Members of the Commission shall serve terms of four years and until their successors are appointed or have qualified. Members shall receive no compensation.
B. 
The pension fund shall be funded and administered in accordance with N.J.S.A. 43:13-23 to 43:13-29, inclusive.
A. 
There is hereby established within the City of Brigantine, pursuant to N.J.S.A. 2C:35-15 and Chapter 51, Section 8, of the Laws of 1989[1] the Committee/Alliance to Prevent Alcohol and Drug Abuse, which shall consist of 15 members, who shall serve terms of one year.

B. 
Vacancies in the membership of the Committee shall be appointed by the City Council.
C. 
The purpose of the Committee shall be to promote moderation and responsibility in the use of alcoholic beverages and to make recommendations to the City Council concerning the City Council's policy, legislation and the City's administration of the Alcoholic Beverage Control Act.[2] The purpose of the Committee shall also be to promote the elimination of drug abuse and to make recommendations to the City Council concerning the City's policy and legislation and the City's administration of the laws concerning enforcement and elimination of the use of controlled dangerous substances. The Committee shall be further empowered to apply for grants from the Drug Enforcement and Demands Reduction Fund, pursuant to law.
