The Council will appoint a Municipal Clerk for the term of three years or until the appointment and qualification of his successor. Prior to his appointment, he shall have been qualified by his training and experience to perform the duties of his office. He shall serve as Clerk of the Council and have such other functions, powers and duties as are provided for by the Charter and this code.
