The Mayor shall be the chief executive and administrative
officer of the municipality and shall function as prescribed by the
Mayor-Council Plan F of the Optional Municipal Charter Law. He shall:
A. Enforce the Charter and ordinances of the municipality.
B. Supervise all of the departments, employees and all
property and equipment of the municipal government.
C. Require each department to make an annual and such
other reports of its work as he may deem desirable.
D. Appoint all officers and employees with the advice
and consent of Council for whose election or appointment no other
provision is made by Charter, ordinance or state statute.
E. From time to time make such recommendations for action
by the Council as he may deem in the public interest.
F. Report annually at the beginning of the year to the
Council and the public on the work of the previous year and the conditions
and requirements of the municipal government for the current year.
G. Have such other functions, powers and duties as are
provided by the Charter and code.

As provided by the Charter, the Mayor shall
designate the Business Administrator to act as Mayor whenever the
Mayor shall be prevented by absence from the municipality, disability
or other cause from attending to the duties of his office. During
such time, the Business Administrator shall possess all the rights,
powers and duties of the Mayor. Whenever the Mayor shall have been
unable to attend to the duties of his office for a period of 60 consecutive
days, for any of the above-stated reasons, an Acting Mayor shall be
appointed by the Council who shall succeed to all the rights, powers
and duties of the Mayor or the then-acting Mayor. The Mayor shall
submit to the Council a certificate of good health prior to resuming
his elective duties.
Whenever a vacancy exists in any office required
by the Charter or this code to be filled by the Mayor, with the advice
and consent of the Council, and there is no holdover incumbent, the
Mayor may temporarily fill such vacancy (in the absence of any contrary
provision in the Charter or ordinances) by appointing an acting officer,
including the designation of himself as acting officer, in that office.
Such appointee shall have all the functions, powers and duties of
the office until it shall be filled permanently. Any such appointment
shall terminate not later than 120 days after the date of the appointment.
Said person shall not succeed himself in the same or similar function
without advice and consent of Council. The Mayor shall not appoint
anyone to succeed such temporary appointment without advice and consent
of Council.

A. Each department shall be headed by a Director, who
shall be appointed by the Mayor with the advice and consent of the
Township Council. Each department head shall serve for the term of
the Mayor and until a successor is appointed and qualified.
B. Removal shall be as per N.J.S.A. 40A:69A-43 for any
specified position.

The Mayor may appoint an Administrative Deputy
to the Mayor for a term of one year and until the appointment and
qualification of his successor. The Administrative Deputy to the Mayor
shall have such powers and duties as the Mayor shall designate.
The Mayor may at any time call a meeting of
all or any Directors of departments. which meeting the Directors shall
be required to attend unless excused by the Mayor.
