There shall be a Department of Code Enforcement, the head of which shall be the Director. The department shall consist of a Division of Construction Code Enforcement, Division of Housing, and Division of Zoning.
The Department shall perform all appropriate supervisory functions which do not conflict with any statutorily defined duties of board or officers associated with the following:
A. 
Construction Code and various subcode officials.
(1) 
Within the Department there shall be a Division of the Monroe Township Construction Code Enforcing Agency, which shall consist of a Construction Code Official, Building Subcode Official, Plumbing Subcode Official, Electrical Subcode Official, Fire Protection Subcode Official and such other subcode officials for such additional subcodes as the Commissioner of the Department of Community Affairs, State of New Jersey, shall hereafter adopt as part of the State Uniform Construction Code. The Construction Code Official shall be the chief administrator of the enforcing agency.
(2) 
The duties and functions of the Monroe Township Construction Code Enforcing Agency shall be those set forth in Chapter 104, Buildings, Article II, of the Code of the Township of Monroe and pursuant to the State Administrative Code and statutes. The duties and functions of the Central Permit Office shall be those set forth in N.J.A.C. 5:23-4.4.
B. 
Housing.
(1) 
Within the Department, there shall be a Division of Housing, the head of which shall be the Director. The Director may designate a qualified individual within the Township to perform the necessary inspections as required bylaw.
C. 
Zoning.

(1) 
Within the department there shall be a Division of Zoning Enforcement, the head of which shall be the Zoning Officer, who shall enforce the zoning laws of the Township of Monroe. He/she shall be appointed pursuant to statute and shall have the powers conferred by statute. There may also be appointed an Assistant Zoning Officer who, under the supervision and control of the Zoning Officer, shall also have the duty, power and authority to enforce the provisions of the zoning laws in the absence of the Zoning Officer or at such other times as may be permitted by law or as directed by the Mayor and/or his/her designee. All new hires for said position shall be required to possess a certification from a state-authorized program as a Zoning Officer.
