The Director of Public Safety and/or his/her designee is hereby authorized to furnish off-duty police officers to serve private or quasi-public functions upon written request from a party or entity. The party or entity requesting the off-duty police officers shall include in its written submission a detailed breakdown of the number of man hours necessary for the detail. The requesting party shall further be required to provide the municipality with certified funds in the amount of 100% of the anticipated costs prior to the commencement of any work and further agrees to pay the Township for any additional charges. The Director of Public Safety and/or his/her designee are further authorized, in the case of an emergency, to accept an oral request for said services.

A.
The party requesting the service of the member of the Monroe Township Police Department provided for in § 69-20 shall be charged and paid for such service at the following rates:
(1)
Churches, schools, and nonprofit entities.
(2)
All requests other than churches and schools.
(a)
Per hour per police officer: $90. [NOTE: All requests are a minimum of three hours. If the job is not canceled at least one hour prior to the start time, a three-hour minimum will be paid to the officers assigned to work the assignment.]
(b)
Per officer and per hour administrative charge: $10.
(c)
Per hour for police car used as a traffic control or traffic alert device: $15. This fee will not be assessed for police cars utilized for county projects.
(d)
An additional administrative charge of $5 per hour may be assessed to accounts that do not have sufficient deposits on hand prior to the date that services are rendered.
B.
All sums received on account of such service shall be deposited into the appropriate municipal account.

The Monroe Township Police Department may be eligible for special law enforcement grants through the federal, state and/or county authorities. The implementation of these grants requires the utilization of personnel from the Monroe Township Police Department. Each officer of the Police Division rendering services set forth in this section shall be compensated by a stipend or hourly rate established through the grant. Such services shall be paid in accordance with the payroll procedures set forth in § 69-22.
