No person shall lay or repair water service pipes within the Township unless he or she complies with the regulations hereinafter set forth in this article and obtains a permit therefor from the Township Water Bureau. The cost of the permit shall be $30.
No permit shall be issued to any person for the laying or repairing of water service pipes unless the applicant:
A. 
Is a master plumber registered in the Building Department as such.
B. 
Has posted security with the Water Bureau as hereinafter specified.
C. 
Has been issued a permit by the Bureau of Engineering for opening trenches and presents such permit to the Water Bureau.

Each registered master plumber shall deposit with the Water Bureau the sum of $20 as security for the faithful performance of his or her work in laying and repairing water service pipes within the Township and for due compliance with all rules and regulations promulgated by said Bureau. The security thus filed with the Bureau shall, upon discontinuance of business by any licensed plumber and upon due application in writing, be refunded by the Bureau, provided that the applicant for such refund has not in the meantime violated any of the rules and regulations as aforesaid.
