The Mayor of the Village shall have power to
appoint such number of special policemen for the Village as he may
deem necessary to preserve the public peace in case of riot, conflagration,
dangerous traffic congestion or other public emergency. Such special
policemen shall be appointed only when, in the opinion of the Mayor,
the immediate safety of the public requires, but the Board of Trustees
of the Incorporated Village of Hempstead may appoint special policemen
to serve as traffic policemen at school crossings and intersections
in the Village of Hempstead where schoolchildren congregate or cross.
Such special policemen so appointed shall serve
only during a riot, conflagration, dangerous traffic congestion or
other public emergency, except the special policemen appointed by
the Board of Trustees as hereinabove mentioned shall serve during
such days of the year as school shall actually be in session and for
a reasonable time on such days prior to and subsequent to the regular
school hours.
The Board of Trustees may also appoint a voluntary
auxiliary police force, the members of which shall, under the immediate
direction and supervision of the Police Department of the Village
of Hempstead, assist the Police Department of the Village of Hempstead
in the regulation of traffic in said Village of Hempstead, and the
Board of Trustees shall provide adequate insurance to compensate such
voluntary auxiliary policemen as a result of injury or death arising
out of the performance of such traffic regulation.
Such special policemen shall be residents of
the Village and shall be under the sole control of the regularly appointed
and constituted officers of the Police Department or police force.
They shall have the power to make arrests only for public intoxication,
traffic violations, disorderly conduct or other offenses against peace
and good order.
