For the purpose of assisting the Village Justice in the disposition
of offenses in relation to traffic violations pursuant to the provisions of
the General Municipal Law, the Village Justice is hereby authorized to establish
a Traffic Violations Bureau.
The Traffic Violations Bureau shall dispose of violations of regulations,
ordinances and local laws affecting parking on public streets and in municipal
parking fields. A person charged with an offense under the jurisdiction of
the Bureau may, prior to the return day, enter a written guilty plea and pay
the prescribed fine.
Acceptance of the prescribed fine by the Bureau shall be deemed complete
satisfaction for the violation, and the violator shall be given a receipt
to that effect.
If a person charged with a traffic violation does not answer by the
return day specified in the appearance ticket, the Bureau shall cause a warrant
to be issued for the violator's arrest and appearance before the court.
The Village Justice shall designate the fines to be paid for first and
subsequent offenses, which may be satisfied at the Bureau.
Any person who is found guilty of parking violations in excess of such
maximum number as may be designated by the Village Justice within the preceding
12 months shall not be permitted to appear and answer to a subsequent violation
at the Traffic Violations Bureau, but must appear in court at a time specified
by the Village Justice.
The Traffic Violations Bureau shall keep a record of all violations
of which each person has been guilty, whether such guilt was established in
court or in the Bureau, and also a record of all fines collected and the disposition
thereof. It shall also perform such other duties and keep such other records
as shall be prescribed by the Village Justice and the Board of Trustees.
