A. 
Resurfacing. Resurfacing operations shall not be carried on while a bowling alley is open for business. During the resurfacing operations, proper ventilation shall be provided and no heating, ventilating or cooling systems employing recirculation of air shall be operated. All motorized or other equipment in the area which might be a source of ignition shall be disconnected and all smoking and open flames prohibited during resurfacing operations involving the application of flammable finishes and for one hour thereafter.
B. 
Pin refinishing. Bowling pin refinishing shall not be done on the premises while the establishment is open for business. A refinishing room of noncombustible construction, without an opening into the establishment and located above grade, shall be provided and shall be used for pin refinishing only when the establishment is not open for business. Storage of flammable liquids in such rooms shall not exceed 60 gallons in original containers or in safety containers not exceeding five gallons' individual capacity. A metal waste can with self-closing cover shall be provided for all waste materials and rags, with contents removed daily. Smoking and open flames shall be prohibited at all times in refinishing rooms.
A. 
Obstruction of egress prohibited. In all buildings of a public character, such as hotels, churches, theaters, restaurants, railroad depots, public halls and other buildings used or intended to be used for purposes of public assembly, assembly, amusement or instruction, and including department stores and other business and manufacturing buildings, the halls, doors, stairways, seats, passageways, aisles and lobbies shall be kept at all times open and free of obstruction to facilitate egress in case of fire or accident and to afford the requisite and proper accommodation for the public protection and shall be kept in conformity with all provisions of law applicable thereto. All aisles and passageways in said buildings shall be kept free from any obstructions whatever, and no person shall be allowed to stand in or occupy any of said aisles or passageways during any performance, service, exhibition, lecture, concert, ball or any assemblage of persons.
B. 
Duty of person in charge; compliance required. It shall be unlawful for any person having charge or control of premises used for the purposes described in Subsection A whether as owner, lessee, agent, fraternal order, club or lodge using the premises as therein described, to permit persons to congregate in such places of public assembly or assembly except in conformity with the provisions of Subsection A and unless such premises are equipped with proper exits, fire escapes, stairways and fire-fighting apparatus as provided by law.
C. 
Smoking restricted; signs required. It shall be unlawful for any person to smoke or carry a lighted cigarette, cigar or pipe in any public elevator or in any retail store, excluding areas set apart for retailing smoking materials, serving food or beverage, waiting and rest rooms, executive offices, beauty parlors, barbershops and other rooms or areas where merchandise is not exposed. The owner, tenant or occupant of such premises shall be required to post and maintain visible signs of 12 inches by 14 inches or larger size at all entrances or points of entry, stating "No Smoking" or "Smoking Prohibited."

A. 
Fire hydrants required.
(1) 
Any multiple residence building having provision for more than 16 dwelling units, but less than 100 dwelling units, shall be located within 250 feet of a fire hydrant.
(2) 
Any multiple residence building having provision for 100 dwelling units or more, but less than 300 dwelling units, shall be located within 250 feet of each of two fire hydrants.
(3) 
Any multiple residence building having provision for 300 dwelling units or more shall be located within 250 feet of an additional fire hydrant for each additional 200 dwelling units or part thereof.
B. 
Installation required. In the event that any multiple residence building is not located within 250 feet of each of the requisite number of public fire hydrants as provided in Subsection A above, the builder or owner of such multiple residence shall install the requisite number of fire hydrants and six-inch cast-iron water main in the rear portion of the plot containing each such building all within 250 feet of any such building or at such location(s) upon the premises as may be designated by the Village of Hempstead.
C. 
Installation regulated. In the event that one or more hydrants is required to be installed, notwithstanding the provisions of Subsection B above, the size of the water main and the complete installation shall meet the specifications, requirements and approval of the Village of Hempstead. The hydrant or hydrants shall be maintained in good working order at all times.
D. 
Unobstructed access required. The owner of real property containing any fire hydrant shall at all times provide unobstructed access to the same for use and inspection by the Fire, Water and other Departments of the Village, including necessary apparatus and equipment. It shall be no defense to the owner that some person other than the owner created an obstruction. Rather, anyone who creates such an obstruction shall be deemed to have violated this section in addition to the owner.

It shall be the duty and responsibility of the owner of a private fire hydrant to register with the Superintendent of the Department of Public Works and provide that Department, at least annually as set forth below, with a complete written inspection report which shall be obtained from a recognized hydrant installation company, an insurance company, licensed professional engineer or a licensed plumber.
B. 
Inspections and reports shall be made at least once a year. The Superintendent of the Department of Public Works shall designate the date that each owner must inspect and submit the report to the Department of Public Works. These inspection reports must be filed with the Department of Public Works prior to the last day of the month so designated.
C. 
Fire hydrant inspection reports. Each inspection report relating to fire hydrants shall indicate whether or not the fire hydrant is in proper working condition and complies with the regulations and standards applicable to fire hydrants as prescribed in New York State Fire Prevention and Building Construction Code, the National Fire Protection Association Manual 17 and generally accepted standards regarding the hydrant maintenance and inspections.
D. 
If the report shall indicate any deficiencies in the standards set forth in the previous subsection, the owner shall correct the same within three days following the filing of the report and provide the Department of Public Works with written proof of the correction.
A. 
Shafts and openings. Tire retreading shops shall have all floor openings, stairs, elevator shafts or other vertical openings enclosed in a manner which conforms with generally accepted good practice and with exposed windows protected by wire glass in metal sash and frames.
B. 
Buffing machines. Buffing machines shall be located in a separate room which shall be used for no other purpose. Each machine shall be connected to an ample dust-collecting system discharging to an adequate container which shall be cleaned at frequent intervals to prevent spontaneous ignition.
C. 
Ventilation. Each room where rubber cement is used or mixed or flammable solvents are stored or used shall be equipped with an effective system of ventilation.
D. 
Fire walls, automatic sprinklers. Tire retreading shops in buildings containing any other occupancy shall be separated by unpierced fire walls and equipped with automatic sprinklers.
A. 
Location restricted. No person shall perform welding operations or otherwise perform work using an open flame within an area where there is flammable liquid, vapor or loose combustible material.
B. 
Floors. Floors in the area where the work described in Subsection A is performed shall be clean, free from oil and, if of wooden construction, shall be covered with fire-resistant material.
C. 
Fire extinguishers. Adequate fire extinguishers shall be provided and maintained in proper working condition.
D. 
Cylinder carriers. Acetylene or other gas cylinders and the attendant oxygen cylinders used for welding or cutting shall be fastened in place or shall be attached to a carrier provided with wheels and handles for easy transportation.
E. 
Electric wiring and fixtures. Where an electric welding machine is separated from the source of electric power, all wiring and installation of fixtures shall conform to generally accepted good practice and only electric welding machines tested and approved by a competent testing laboratory shall be used. Approval and certification by the New York Board of Fire Underwriters shall be evidence that the wiring and installation of fixtures conforms to generally accepted good practice, and the Underwriters' Laboratories, Inc., shall be deemed a competent testing laboratory for the purpose of this subsection.
