A. 
Hours and days of operation. The provisions of this article shall apply to all Village parking meters during such hours as shall be posted for their operation, except that on Sundays, Christmas, New Year's Day, Memorial Day, July 4, Labor Day and Thanksgiving Day this article shall not be applicable.
B. 
Authority to vary hours and days. The Board of Trustees shall be empowered, by resolution, to vary the hours and days during which this article shall be effective.
Parking meter zones are hereby designated as being those parts of streets upon which metered parking is now designated or may hereafter be designated by the Board of Trustees.
A. 
Parking meter zones are hereby designated and established for Fulton Avenue (Route 24), with the parking time limits indicated:
(1) 
From North Franklin Street to the westerly Village line, north side: one-hour parking in the space beginning at a point 200 feet west of North Franklin Street and extending west to the westerly boundary line of the Village.
(2) 
From North Franklin Street to the westerly Village line, south side: one-hour parking between North Franklin Street and High Street, then beginning at a point 100 feet west of High Street and continuing to the westerly boundary line of the Village.
(3) 
From Fairview Boulevard to the easterly Village line, north side: one-hour parking for the entire length.
(4) 
From Cornwall Lane to Cameron Avenue, south side: one-hour parking.
B. 
All parking spaces on Fulton Avenue (Route 24) west of North Franklin Street shall be so marked that vehicles will be required to park parallel to the curb.
The Board of Trustees may from time to time designate any land or area owned by the Village as a metered municipal parking field.
Each of the following parking fields is hereby designated as a metered municipal parking field:
A. 
Field No. 1. All that area located in the block bounded by Front Street, Main Street, Fulton Avenue and Washington Street which has been designated specifically for use as surface parking and that part of the multideck parking structure which is provided with parking meters.
B. 
Field No. 4. Located in the block bounded by Fulton Avenue, Front Street, Main Street and North Franklin Street.
C. 
Fields No. 5 and 6. Located in the area bounded by Jackson Street, Main Street, Fulton Avenue and North Franklin Street.
D. 
Field No. 7. Located in the block bounded by Jackson Street, Main Street, Columbia Street and North Franklin Street.
E. 
Field No. 8. Located in the block bounded by Bedell, Columbia, North Franklin and Main Streets.
F. 
Field No. 9. Located in the block bounded by Bedell, North Franklin and Main Streets and Kellum Place.
G. 
Field No. 10. Located in the block bounded by Kellum Place, Union Place, North Franklin and Main Streets.
H. 
Field No. 11B. Located in the block bounded by Bedell Street, Main Street, Kellum Place and the Long Island Railroad property, excepting such area as may be designated by the Board of Trustees for resident parking upon issuance of a parking permit.

Field No. 12. Located in the block bounded by Columbia Street, Washington Street, Jackson Street and Station Plaza.
J. 
Field No. 14. Located in the block bounded by Nichols Court, Station Plaza, Jackson Street and Washington Street.
K. 
Field No. 15. Located in the block bounded by Jackson Street, Washington Street, Nichols Court and Station Plaza.
L. 
Field No. 16. Located in the block bounded by Fulton Avenue, Clinton Street, Cooper Avenue and Washington Street.

A. 
Except as otherwise provided, all parking meters shall be so constructed as to display a signal showing legal parking upon deposit of the sum stated on the meter.
B. 
All meters shall be constructed so that a change of signal thereon or some other visual mechanical device shall indicate expiration of the parking period corresponding to the sum of currency deposited in said meters.
C. 
The currency to be deposited shall be in the form and size of legal tender issued by the United States Mint.
Meters shall be placed next to individual parking places, and meters shall be so constructed as to display a signal showing legal parking upon deposit therein of the proper coin or coins of the United States as indicated by instructions on said meter and for a period of time conforming to the parking time limits of the Village, said signal to remain in evidence until expiration of said parking period so designated, at which time a change of signal or some other mechanical operation shall indicate expiration of said parking period.
A. 
Duties of owner or operator. When any motor vehicle shall be parked next to a parking meter, the owner or operator of said motor vehicle shall park within the area designated by the marking lines as indicated for parallel or diagonal parking. Upon entering said parking space, such owner or operator shall immediately deposit in said meter a coin of the United States for such amount as is indicated by the instructions on said meter. It shall be unlawful for any person to fail to park within said designated area or fail to deposit the proper coin.
B. 
Right to park. A motor vehicle shall be unlawfully parked if it remains in such space beyond the legal parking limit and/or when said parking meter displays a signal showing such illegal parking.

It shall be unlawful for any person to cause or permit any vehicle to be parked in a manner contrary to the provisions of this article.
B. 
It shall be unlawful for any person to cause or permit any vehicle registered in his name to be parked in a manner contrary to the provisions of this article.
It shall be unlawful to deposit or cause to be deposited in any parking meter any slug, device or metallic substitute for a coin of the United States, except for parking meter tokens issued by the Village of Hempstead for use in Village parking meters.
It shall be unlawful for any person to deface, damage, tamper with, open, willfully break or destroy any parking meter.
