This article shall be known as the "Town of Huntington Office of the Superintendent of Highways Law."

As used in this article, the following terms shall have the meanings indicated:
The Deputy Superintendents of the Office, who, in the absence of the Superintendent, shall act generally for and in place of the Superintendent.
The Town of Huntington Office of the Superintendent of Highways, which shall perform a major function of Town government.
The Superintendent of Highways, an elected position, who shall be the chief executive officer of the Office.
(A)
There shall be in the Town of Huntington an Office of the Superintendent of Highway The principal executive officer and administrative head of such office shall be the Superintendent of Highways. The Superintendent or his designee shall have the powers and duties of the Highway Superintendent, pursuant to the Highway Law, and shall be the head of the office, with the power and authority to appoint and remove employees under his jurisdiction in accordance with the Civil Service Law and other applicable laws.
(B)
The Superintendent of Highways may appoint Deputy Superintendents, who shall generally act for and on behalf of the Superintendent, at such salary and for such term as may from time to time be fixed by the Town Board, and who shall perform such duties as may be directed by the Superintendent and as are vested in and imposed upon that office by the provisions of this article, by statute or by other lawful authority.
(C)
Term of office and term limits. The Superintendent of Highways' term of office shall be for four years until the next required election date. The Superintendent of Highways may serve up to three, four-year terms regardless of whether said terms are served consecutively or nonconsecutively.
The Superintendent shall have such powers as shall be necessary for the proper administration of the Office, consistent with applicable provisions of law. The functions, powers and duties of the Office of the Superintendent of Highways shall be under the administration, direction and control of the Superintendent of Highways and shall include the following:
(A)
Highway Maintenance. This Division has charge and supervision of the construction, repair, reconstruction, improvement, maintenance and snow and ice removal for all highways, roads, streets, drains and drainage structures under Town jurisdiction or any special districts thereof or other such duties as may be assigned.
(B)
Division of Vehicle and Equipment Repair and Maintenance. This Division has charge and supervision of and provides for the repair and maintenance service for all vehicles and equipment owned by and under the jurisdiction of the Town of Huntington Office of the Superintendent of Highways or any of its special districts and manages and maintains related facilities, equipment and personnel necessary for the proper administration thereof.
(C)
Division of Signage. This Division shall administer, supervise, manage, implement, initiate and direct all matters pertaining to the fabrication, installation and maintenance of traffic control signs and pavement markings within the Town.
The Superintendent may establish a schedule of fees to be collected by him for any service rendered in connection with the work of the Office and for which he deems it necessary to charge and collect a fee for matters authorized by statute or local law.
All costs and expenses incurred by the Office of Superintendent of Highways or its officers or employees on behalf of a special improvement district or special Town project shall be charged against such district or project and paid from the funds duly appropriated for the purpose of such district or project.
