Words used in the singular include the plural. As used in this Chapter, the following terms shall have the meanings indicated:
DEPARTMENT
The Town of Huntington Department of Information Technology.
DEPUTY DIRECTOR
The Deputy Director of the Town of Huntington Department of Information Technology. The Deputy shall, in the absence of the Director, act generally for and in the place of such Director.
DIRECTOR
The Director of the Department of Information Technology who shall be the chief executive officer of the Department.
A. 
The Department of Information Technology is hereby created as a separate Department in the town government of the Town of Huntington. The executive officer and administrative head of the Department shall be the Director of Information Technology, who shall be appointed by and serve at the pleasure of the Town Board, at such salary as may from time to time be fixed by the Town Board. The Director shall be appointed on the basis of his/her administrative experience and qualifications for the duties of such office, and shall meet such additional standards as may be established by the Town Board. The Director shall be powered and authorized to appoint and remove officers and employees under his/her jurisdiction in accordance with the Civil Service Law, the collective bargaining agreement and all applicable laws, rules and regulations, except the appointment and removal of the Deputy Director, who shall be appointed by and serve at the pleasure of the Town Board.
B. 
The Deputy Director shall generally act for and in behalf of the Director, and shall perform all the duties vested in the Director by the provisions of this Chapter, by statute or other lawful authority.
The Department shall be under the direction and control of the Director, who shall have such powers as may be necessary for the proper administration of the Department consistent with the provisions of this Chapter. The Department shall:
A. 
Administer, manage, assemble and maintain all computer and communications hardware and software used to automate and augment all clerical, administrative, and management tasks of the Town of Huntington.
B. 
Support all hardware, software, telecommunications and other devices which integrate data, equipment, personnel, and problem-solving methods in planning and controlling technology activities. Information technology provides the means of collecting, storing, processing, analyzing, transmitting, receiving, and printing text, audio, or video information.
C. 
Administer, manage, and assemble equipment, internet and intranet based resources, video telecommunications, proprietary software, and purchased resources to assist the various departments of the Town of Huntington to further develop productivity throughout the enterprise.
D. 
Administer and provide data processing services to all Town Departments and their divisions, including payroll, tax assessment roll, town budget, financial reports, and other operational tasks and applications.
E. 
Plan, formulate, coordinate and advance information technology and telecommunications policies for the Town of Huntington.
F. 
Develop, administer and manage any information security breach and notification policy, or other policies involving the security of information and security awareness guidelines adopted by the Town Board.
G. 
Develop, maintain and implement the Town of Huntington Cyber Security Notification Policy, or other such policy adopted by the Town Board.
H. 
Administer all franchises and revocable consents relating to telecommunications operations, including, without limitation, developing and issuing requests for proposals or other solicitations for telecommunication franchises, recommending telecommunications franchisees, reviewing and approving petitions relating to telecommunications franchises, and enforcing the terms and conditions of such agreements.
I. 
Develop municipal uses of cable television and coordinate interagency uses of cable television and other telecommunication systems.
J. 
Ensure that priority is given on at least one (1) municipal channel to the cablecasting of the public proceedings of the Town Board, Planning Board, Zoning Board, and other town agencies, boards and special districts.
K. 
Provide to town departments and agencies such land-based and wireless voice, data, video or other communication facilities, and such technical assistance or other assistance as they may require for the effective discharge of their responsibilities.
L. 
Develop, maintain and implement a long-range computer system, data communication and telecommunications strategy.
M. 
Provide interagency coordination on matters related to data communication activities and the interfacing of computers; provide appropriate, reliable, cost-effective and responsive computer and data communication services to town departments and agencies by purchasing and maintaining hardware, software and such other goods and services as may be necessary to effectively discharge the duties of such departments.
N. 
Assist town departments and agencies in meeting their data processing and communications objectives.
O. 
Provide town departments and agencies with technical assistance in determining feasibility and resource requirements.
P. 
Simplify access to shared information, reduce communication costs and provide access to multiple computer systems by connecting computers and terminals of various town departments and agencies, and of other public entities requesting such connection where such provision to such other entities would in the judgment of the Town Board be in the Town's interests.
Q. 
Plan and provide telecommunication coordination in support of disaster recovery.
R. 
Plan and execute security for data and other information handled by this department.
S. 
Institute procedures to assure that access to information is restricted as may be required by law or statute.
T. 
Perform such other duties with respect to information technology and telecommunications matters as the Town Board shall direct.
Nothing contained herein shall be construed to delegate or transfer any power or authority vested in the Town Supervisor, pursuant to the provisions of New York State Town Law, the Huntington Town Code, or other applicable law, rule or statute.
