A. 
Word usage. Whenever used in this chapter, words used in the singular include the plural and vice versa.
B. 
Definitions. As used in this chapter, the following terms shall have the meanings indicated:
DEPARTMENT
The Department of Supervisor of the Town of Huntington.
SUPERVISOR
The elected chief executive officer of the Town of Huntington.

There shall be in the Town of Huntington a Department of Supervisor. The principal executive officer and administrative head of such Department shall be the Supervisor, who shall be an elected official for a term of four years. The Supervisor shall be the head of the Department, with power and authority to appoint and remove officers and employees under his jurisdiction in accordance with the Civil Service Law and other applicable laws.

Nothing herein contained shall be construed to delegate or transfer any power of the Town Supervisor contained in §§ 29, 52 and 125 of the Town Law of the State of New York or any statutory or other powers which may be lawfully exercised by said Supervisor.
If any section, provision or part thereof in this chapter shall be adjudged invalid or unconstitutional by a court of competent jurisdiction, then such adjudication shall not affect the validity of the chapter as a whole or any section, provision or part hereof not so adjudged invalid or unconstitutional.

There shall be, in the Department of Supervisor, an Office of Personnel. The administrative head of said office shall be the Supervisor. The Office of Personnel shall be supervised by an administrative officer who shall be designated as "Director of Labor Relations" or "Personnel Officer." He or she shall be appointed by the Supervisor at such salary as may, from time to time, be fixed by the Town Board. The Director of Labor Relations or Personnel Officer shall be appointed on the basis of his or her administrative experience and qualifications for the duties of such office and such additional standards as may be required by the Town Board and the Suffolk County Department of Civil Service.

The Division of Office of Personnel shall:
A. 
Administer all benefit programs for the town and for the retirees and maintain appropriate records.
B. 
Administer federally funded employment programs and develop proposals for special projects.
C. 
Perform all tasks related to personnel administration and maintenance of appropriate records.
D. 
Conduct programs as required for compliance with equal employment opportunity regulations.
E. 
Develop and implement (within Civil Service guidelines) a comprehensive recruitment and selection program for the town.
F. 
Develop and implement a town-wide system(s) for evaluating employee performance.
G. 
Research and implement a program for management, technical training and development for all town employees.
H. 
Conduct town-wide orientation sessions for all new employees.
I. 
Represent the Department's and town's requirements in the areas of job classification, examinations and other Civil Service related matters to the County Personnel Officer.

There shall be a Youth Bureau Division in the Department, the head of which shall be the Executive Director. The Executive Director shall also be the Secretary to the Youth Board. The Division shall have all the powers and duties of a Youth Bureau established pursuant to the Executive Law. The Division shall research, compile and analyze results on issues pertinent to youths and their families, serve as an advocate for legislation at the county, state and federal levels for effecting the needs of youths in the town, assist, counsel, refer, sponsor and place youths in employment and vocations programs, provide crisis intervention service to youths and their families, reduce adolescent substance abuse through various counseling, educational and programmatic alternatives and solicit assistance from various citizen boards to initiate, develop and maintain program activities and educate the community regarding the needs of youths and their families.

A. 
There shall be a Youth Board in the Youth Bureau Division of the Department, which shall be the citizen board of the Division. The Youth Board shall consist of no less than 13 and no more than 19 members appointed by the Supervisor for terms of three years. The members appointed shall reflect a balance between public officials and citizens directly concerned with the well-being of youth; at least half of the membership shall be citizen members, two of whom shall be under the age of 21 years. The Youth Board shall elect one of their number to serve as its Chairman, one to serve as Vice Chairman and one to serve as Treasurer of the Board for terms of two years. The Chairman, Vice Chairman, Treasurer and Secretary of the Youth Board shall constitute the Executive Committee of the Youth Board.
B. 
Citizen members of the Youth Board shall serve without compensation, but shall be allowed their actual and necessary expenses incurred in the performance of their duties. In the event of a vacancy in the membership of the Youth Board, the vacancy shall be filled by appointment by the Supervisor for the balance of the unexpired term. Any member of the Youth Board may be removed from the membership for malfeasance by the Supervisor. If any citizen members of the Youth Board shall be absent from five regular meetings of the Board, without leave of the Board, the member shall be deemed to have resigned from the Board without further action.
C. 
The Youth Board shall have the powers and duties of a Youth Board established pursuant to the Executive Law, including without limitation:
(1) 
After consultations with the Executive Director of the Youth Board, to develop effective policies and programs for the prevention and control of delinquency and crimes by youth development.
(2) 
Act as liaison between the executive, administrative and other legislative bodies in respect to the solution of youth problems and/or enactment of youth programs.
(3) 
Encourage closer cooperation between employers, labor, school, churches, recreation commissions, s and local employment programs, service clubs and other public and private agencies so as to stimulate employment for youth and encourage sound youth programs on the basis of community planning.
(4) 
Review and analyze grants from the state, federal or county governments or from private individuals, corporations or associations, and establish criteria for allocation of these funds to youth programs.
(5) 
In cooperation with the Youth Bureau's executive Director, review and analyze, accept or reject plans for the creation or expansion of recreation and youth service projects or other youth programs, as defined by the laws of the State of New York, and make appropriate recommendations to the Supervisor.
(6) 
Receive, review and analyze statistical records and data, including those that reflect the incidence and trends of delinquency and youthful crimes and offenses in the municipality. Make necessary studies and recommendations for the needs of youth residing in the community served by the Board.
(7) 
Appoint such advisory groups and committees as may be necessary to carry out its powers and duties.
(8) 
Submit an annual report to the Supervisor.
(9) 
Perform such other duties as may be assigned by the Supervisor.
D. 
The Youth Board shall meet monthly, except in August, and at such other times and places as the Chairman or a majority of the Youth Board may determine by written notice to each member thereof at least 10 days in advance thereof. At any such other meetings, only such business as has been stated in the notice of the meeting may be transacted by the Youth Board. At all meetings, a quorum for the transaction of business shall be 1/3 of the citizen members, except that a fewer number may adjourn from day to day.
