As used in this chapter, the following words shall have the meanings indicated:
ADULT
Any person, male or female, who has attained the age of eighteen (18) years.
CANNABIS
All parts of the plant of the genus Cannabis, whether growing or not; the seeds thereof; the resin extracted from any part of the plant; and every compound, manufacture, salt, derivative, mixture, or preparation of the plant, its seeds or resin. It does not include the mature stalks of the plant, fiber produced from the stalks, oil or cake made from the seeds of the plant, any other compound, manufacture, salt, derivative, mixture, or preparation of the mature stalks (except the resin extracted therefrom), fiber, oil, or cake, or the sterilized seed of the plant which is incapable of germination. It does not include hemp, cannabinoid hemp or hemp extract as defined in section three of the New York State Cannabis Law or drug products approved by the Federal Food and Drug Administration.

CHILD
Any person, male or female, who has not attained the age of thirteen (13) years.
COMMUNITY-BASED ORGANIZATION
A public or private group or congregation whether or not incorporated, an incorporated not-for-profit, or a collaboration of groups and/or not-for- profits acting collectively or as a coalition that is representative of the local community or a significant segment of the local community, and is engaged in meeting the humanitarian, cultural, historical, educational, environmental or public safety needs of the community it serves.
CONSUME
Smoke, vape, ingest or use.

CULTURAL
A system of rules, standards, values, customs, morals and/or beliefs of a segment of the population or a group.
DIRECTOR OF PARKS AND RECREATION (DIRECTOR)
The Administrative Head of the Department of Parks and Recreation who has jurisdiction over the parks and recreational activities.
EDUCATIONAL
Activities which are integral, immediate and proximate to the training, schooling, teaching and instruction of a group or segment of society.
ELECTRONIC CIGARETTE
Electronic device that delivers vapor or an aerosol which is inhaled by an individual user, and shall include any refill, cartridge and any other component of such a device.

ENVIRONMENTAL
The preservation, stabilization and/or protection of actual physical conditions or surroundings in which plants, animals and/or the population live.
HISTORICAL
The advancement, enhancement and/or preservation of a place, site or structure, whether natural or man-made, which possess a special character or an aesthetic interest or value as part of the broad cultural, political, economic or social history of the Town, region, state or nation.
HUMANITARIAN
Activities which are integral, immediate and proximate to the promotion, enhancement, or preservation of human welfare or social reform.
PARK or PARKS
Includes all parks, park preserves, playgrounds, athletic fields, swimming pools, beaches, boardwalks, entrances, approaches, facilities and other recreational areas, including structures and buildings, owned or controlled by the Town of Huntington.
PERSON
Shall mean an individual or business entity.
PIPE
Includes a traditional tobacco pipe, bong, hookah, waterpipe, shisha, narghile or similar device.

PLAYGROUND
An area and/or tract of land, including a portion of a park or beach, whether or not enclosed by fencing or other partition, which is set aside or used for recreation and/or play and contains without limitation one or more of the following: a composite structure, swing, slide, chute, climber spring rocker, stepped platform, play equipment or other apparatus.
PROOF OF RESIDENCY
For an adult, two forms of identification, one shall be a photo ID such as a valid driver's license, non-driver ID or other photo identification; and the other may be a utility bill, library card with address, vehicle registration, property tax bill, or such other proof as deemed sufficient and satisfactory to the Director or his designee. Children and teens may present a library card, report card or student ID.
PUBLIC SAFETY
The enhancement and preservation of the welfare and protection of the general public or a certain segment of the population from dangers such as crimes or disasters through educational or other means.
RESIDENT
A natural person who resides in the Town of Huntington and all residential property owners owning property within the boundaries of the Town of Huntington, including Incorporated Villages.
SEASONAL
The period of time a recreational program or facility is open for use.
SERVICE DOG
Refer to § 78-2.

SMOKE
Burn a lighted cigar, cigarette, pipe or any other matter or substance.

TEENAGER (TEEN)
A person, male or female, who has attained the age of thirteen (13) through seventeen (17) years.[2]
VAPE
Use an electronic cigarette that delivers vapor or an aerosol which is inhaled by an individual user.

VEHICLES
Any wheeled conveyance, whether motor-powered, animal-drawn or self-propelled. The term shall include any trailer in tow of any size, kind or description. For the purpose of this Chapter, baby carriages, strollers and "vehicles" in the service of a municipality or governmental agency shall be excluded.
