In accordance with the provisions of § 90-19, no person shall use or operate or ride on a skateboard upon or in all public and private sidewalks, roadways (including the entire paved and improved surfaces thereof, including gutter areas, from curb-to-curb, where curbs exist), curbs, parking lots, driveways and courtyards within the boundaries of the following areas:
