No person shall camp or live in any trailer, upon any public lands under
the jurisdiction of the Commissioners not set aside for such purposes. Each
day any person shall camp or live in a trailer upon any such public land shall
be treated as a separate and distinct offense.

A. It shall be unlawful for any person to construct, erect,
install or place or cause or permit to be constructed, erected, installed
or placed, any temporary structure or shelter upon any property within the
city; provided, however, that a temporary structure or shelter may be installed
or placed upon a property for any one of the following purposes:
(1) Temporary structures or shelters used in connection with
and while construction on the premises is in progress.
(2) Temporary structures or shelters to be used in connection
with a private social gathering or a private social event for a maximum period
of time of 72 hours.
B. When a temporary structure or shelter is permitted pursuant
to the provisions of this section, the owner or the tenant of the property
shall file an application with the City Manager on forms supplied by the City
Manager at least 24 hours prior to the placement of the temporary structure
or shelter upon the property, stating the location of the property, the date
the temporary structure or shelter will be placed upon the property, the type
of structure, the purpose for which it is being placed upon the property,
and the date the temporary structure or shelter will be removed from the property.
Upon the filing of the application, the City Manager shall endorse his approval
upon the application, if it complies with this section, or his disapproval
with the reason or reasons therefor.
