There is hereby established a Cemetery Advisory Board.
The Cemetery Advisory Board shall be appointed by the Town Council and shall consist of seven electors of the Town. Of the seven members, at least four shall be knowledgeable in cemetery operations. Of the members first appointed, two shall serve until December 31, 1990; two shall serve until December 31, 1991; and three shall serve until December 31, 1992; and thereafter their successors shall serve for three-year terms.
The Advisory Board shall annually elect its own Chair.
The Town Manager shall, as needed, make available the services of the Manager's staff and other offices and agencies of the Town. Members of the Advisory Board shall serve without compensation but shall be reimbursed for expenses in the performance of their duties.
The Advisory Board meetings shall be held at least four times a year and at such other times as the members may determine. The Advisory Board shall keep records of its meetings and activities and shall, at least annually, apprise the Council of its activities, programs and recommendations.
A. 
The Advisory Board shall advise the Town Manager, Town Council and such other agencies of Town government as may be appropriate with respect to the operation of Fairview, North and Center Cemeteries.
B. 
It shall be the duty of the Advisory Board to recommend to the Town Manager and Town Council rules, regulations and fees for Town-owned cemeteries. It shall also be the responsibility of the Advisory Board to periodically evaluate facilities and services provided and report to the Director of Public Works, Town Manager and Town Council.
