A Department of Community Services is hereby created under the authority of Section 1 of Chapter VI of the Town Charter. Said department may also identify itself as the Department of Community Development and be identified herein as such.

A. 
The Department of Community Development shall be headed by a Director of Community Development, who shall be appointed by and responsible to the Town Manager.
B. 
The Department of Community Development shall include, unless otherwise directed by the Town Manager, the following Divisions:
(1) 
Planning.
(2) 
Engineering.
(3) 
Traffic and Transportation.
(4) 
Building Inspection and Zoning.
(5) 
Economic Development.

A. 
The Department of Community Development shall be responsible, unless otherwise directed by the Town Manager, for:
(1) 
The designing, surveying, engineering, lighting and inspecting of streets, sidewalks, curbs, sewers and appurtenances thereto.
(2) 
The performance of all engineering work on behalf of the Town.
(3) 
Traffic engineering and transportation planning.
(4) 
Inspection of buildings, issuance of applicable permits.
(5) 
Implementation and enforcement of building and zoning codes.[1]

(6) 
The Town's economic development.
(7) 
Licensing and permitting of construction activities within streets and rights-of-way.
B. 
The Department of Community Development shall also be responsible for the performance of professional planning services and activities directed toward the orderly future development of the Town as required by and consistent with changes in its physical, social and economic conditions and resources. Such responsibilities shall include but not be limited to the conducting of technical studies and submission of reports and recommendations relating to the use of land for public or private purposes, relating to the layout of highways or provision of transportation facilities and relating to the character and location of population, housing and sources of employment in the Town.
