Town of West Hartford, CT Article VI Electrical and Heating Facilities and Equipment

§ 105-38 Compliance required.

A. No person shall occupy as owner-occupant or let to another for occupancy or use any premises which does not comply with the requirements of this article.

B. The owner of any premises, unless otherwise specified, shall provide and maintain such premises in compliance with the requirements of this article.

C. Every occupant of a premises shall keep all supplied fixtures and facilities therein in a clean and sanitary condition and shall be responsible for the exercise of reasonable care in the proper use and operation thereof.

§ 105-39 General requirements.

All electrical and heating facilities and equipment shall be maintained in a manner so as not to be a hazard to the health, safety and welfare of any owner, occupant, family, guest or person using or relying on the use of such facilities or equipment.

§ 105-40 Electric facilities and equipment.

A. Every dwelling unit and all public and common areas shall be supplied with electric service, outlets and fixtures, and all other premises shall be supplied with electric service, outlets and fixtures which shall be properly installed, shall be maintained in good and safe working condition and shall be connected to a source of electric power in a manner prescribed by the ordinances, rules and regulations of the Town of West Hartford.

B. Every dwelling unit shall be supplied with at least one fifteen-ampere circuit or a circuit of such additional power as deemed required by the Director of Health in consultation with the Electrical Inspector of the Town of West Hartford to safely and adequately serve the particular dwelling unit. The circuit required hereunder shall not serve more than one dwelling unit.

C. Every habitable room shall contain at least two separate wall-type duplex electric convenience outlets or one such duplex convenience outlet and one supplied wall or ceiling-type light fixture. No duplex outlet shall serve more than two fixtures or appliances.

D. Temporary wiring or extension cords shall not be used as a permanent wiring.

E. Every nonhabitable room, including water closet compartments, kitchens, bathrooms, laundry rooms, furnace rooms and public halls, shall contain at least one supplied ceiling-or wall-type electric light fixture. All bathrooms and laundry rooms shall also be provided with one electric outlet which contains GFL (ground floor level). All kitchens shall also be provided with two electric outlets.

F. All electric lights and outlets in bathrooms shall be controlled by switches which are of such design as shall minimize the danger of electric shock; such lights and outlets shall be installed and maintained in such condition as to minimize the danger of electrical shock and shall not be reachable from any shower or bathtub.

§ 105-41 Heating facilities and equipment.

A. Every dwelling or every dwelling unit shall have functioning water-heating facilities which are properly installed and maintained in safe and good working condition, which are properly connected with the hot-water lines required under the provisions of this code and which are capable of heating water to such a temperature as to permit an adequate amount of water to be drawn at every required kitchen sink, lavatory basin, bathtub or shower at a temperature of not less than 110° F. Such supplied water-heating facilities shall be capable of meeting the requirements of this section even when the dwelling or dwelling unit heating facilities required under the provisions of this code are not in operation.

B. Every dwelling shall have heating facilities which are properly installed, which are maintained in a safe and good working condition and which are capable of safely and adequately heating all habitable rooms, bathrooms and water closets in every dwelling unit located therein to a temperature of at least 68° F. at a distance two feet above floor level and one foot from an exterior wall. For the purposes of this code and the designations described in §§ 105-56A and 105-59 of this code, violations of this standard are hereby declared to be an immediate hazard to the health, safety and welfare of the occupants and the general public.

C. No unvented fuel-burning room heater shall be used in any residence other than an owner-occupied single-family residence, unless such heater is fueled by natural gas or propane and is equipped with an oxygen depletion center.
