A. 
The Town Board of the Town of Southeast wishes to establish a uniform fee collection policy for new connections in special districts providing water and sewage treatment.
B. 
At present, in several districts, the practice has been to permit payment of fees after connection, which practice has resulted in fee payment collection problems, and the Town Board desires to remedy such problem.
The estimated cost of such connection plus 10% thereof shall be paid in advance of connection; and if the actual cost exceeds the estimate, such excess shall be paid within 30 days after connection.
