As used in this article, the following terms
shall have the meanings indicated:
PART-TIME EMPLOYEE
Any person, except an elected or appointed officer of the
City, who is employed by the City in a position which normally pays
in a period of three consecutive years an average of more than $300
a year, but requires less than 40 hours per week.

A. Part-time employees who are employed by the City on
or after the effective date of this article, shall be eligible for
membership in the City of Roseville Employees' Retirement System,
provided an application requesting membership is submitted to the
retirement system. Membership shall be effective on the first day
of the month following the retirement system's receipt of the application.
B. Upon membership in the retirement system, a part-time
employee will be required to make employee contributions as provided
by the retirement system. Part-time employees who are members of the
retirement system will be credited with one day of service credit
for each day worked after becoming members of the retirement system.
C. Full-time and part-time employees who are employed
by the City on the effective date of this article, may be eligible
to purchase service credit for periods of time during which they were
part-time employees prior to membership in the retirement system,
provided the individual is a member of the retirement system, files
a written application with the retirement system within six months
of the effective date of this article, requesting part-time employment
service credit; and contributes to the retirement system an amount
equal to the employee contributions, plus interest, which would have
been credited had the individual been a member of the retirement system
during the period of time requested. Payment for such service credit
shall be made in one lump sum and shall be made within six months
of the effective date of this article. Part-time service shall be
credited as one day of service for each day of work. Part-time service
which occurred prior to a five-year break in service will not be eligible
for purchase. Failure to comply with the foregoing requirements will
result in the individual being ineligible for service credit for past
part-time service. Only full-time employees who are employed by the
City may have service credit recognized under the Reciprocal Retirement
Act.

D. In the event a member is credited for service as a
part-time employee and a full-time employee, the member's pension
benefits shall be separately determined for his or her part-time service
and for his or her full-time service, based upon the benefits, terms
and conditions in effect at the time the individual transferred employment
between part-time and full-time positions.
E. Former employees with past part-time service shall
not be eligible for nor shall they receive, service credit for prior
part-time service.
For a member who is a part-time employee, as
provided in this article, for any portion of a calendar year, service
credit in a calendar year shall be determined as a day worked equals
a day's service credit. In the event a member has credited service
in both part-time and full-time positions, the member's pension shall
be separately determined for his or her part-time service and his
or her full-time service.
