As used in this chapter, the following terms have their meanings set forth in this section:
BICYCLE
A device propelled by human power with two tandem wheels or three wheels not tandem, solid or pneumatic tires, and having a steering bar or wheel.
PARKING STRUCTURE
Any public structure or parking lot designed for the parking of motor vehicles.
PLAZA
That open space area between the main entrance to a building and the street.
SIDEWALK
That portion of a highway designed or ordinarily used for pedestrian travel.
It shall be unlawful for any person who resides in the city to operate or use a bicycle, propelled wholly or in part by muscular power, upon any of the streets, alleys or public highways of the city, the ownership of which has not been registered with the Police Department of the city.
The Police Department is hereby directed to register the ownership of bicycles, which registration, when made, shall allow the use of the same, after securing a registration card and license as hereafter provided, upon all of the streets, alleys and public highways in the city.
Applicants for registration shall apply to the Police Department for issuance of registration cards and license plates for their respective bicycles. The registration card and license shall be furnished by the city without any charge, other than that provided for as a registration fee in § 82-7 hereof, and shall have numbers stamped thereon in numerical order beginning with number one and shall show the year in which same were issued. Such license shall expire upon the transfer of ownership of each bicycle. The registration cards shall be executed in duplicate, one copy to be given to the registrant and one copy to be retained by the Police Department as a part of its records. The said registration cards shall state the date of issuance, the name and address of the registrant, the date of purchase of the bicycle, the name and address of the person from whom purchased and the name and serial number of the bicycle, if any. It shall be the duty of the owner to attach said license to said bicycle in accordance with directions of the Police Department, and the license shall remain permanently attached to the bicycle.
It shall be the duty of every person who sells or transfers ownership of any bicycle registered as herein provided to report such sale or transfer to the Police Department, together with the name and address of the person to whom said bicycle was sold or transferred, and such report shall be made within seven days from the date of said sale or transfer. It shall also be the duty of the purchaser or transferee of such bicycle, provided that said bicycle is to be used within the city, to register his or her ownership thereof, as herein provided, within seven days after such sale or transfer.
It shall be unlawful for any secondhand dealer or any other person willfully or maliciously to remove, destroy, mutilate or alter the number of any bicycle frame registration pursuant to this chapter. It shall be unlawful for any person to remove, destroy, mutilate or alter any license, seal or registration card during the time in which such license, seal or registration card is operative; provided, however, that nothing in this chapter shall prohibit the Police Department from stamping numbers on the frames of bicycles on which no serial number can be found or on which said number is illegible or insufficient for identification purposes.
The registration and transfer fee to be paid for each bicycle shall be as provided for in Chapter 133, Fees, and shall be paid to the Police Department at the time of registration. All fees collected under this chapter shall periodically be paid by the Police Department to the City Treasurer, to be credited to the general fund of the city.
A rental agency shall not rent or offer any bicycle for rent unless the bicycle is licensed and a license plate is attached thereto as provided herein and such bicycle is equipped with the lamps and other equipment required in this chapter.
Each person engaged in the business of buying or selling new or secondhand bicycles shall make a report to the Chief of the Police Department of every bicycle purchased or sold by such dealer, giving the name and address of the person from whom purchased or to whom sold, a description of such bicycle by name or make, the frame number thereof and the number of the license plate, if any, found thereon.
Each person riding a bicycle upon a roadway shall be granted all the rights and shall be subject to all of the duties applicable to the driver of a vehicle by the laws of this state declaring rules of the city applicable to the driver of a vehicle, except as to special regulations in this chapter pertaining to bicycles and except as to those provisions of laws and regulations which, by their nature, can have no application.
A. 
Each person operating a bicycle shall obey the instructions of official traffic control signals, signs and other control devices applicable to vehicles, unless otherwise directed by a police officer.
B. 
Whenever authorized signs are erected indicating that no right or left turn or U-turn is permitted, no person operating a bicycle shall disobey the direction of any such sign, except where such person dismounts from the bicycle to make any such turn, in which event such person shall then obey the regulations applicable to pedestrians.
A. 
Each person operating a bicycle upon a roadway shall ride as near to the right-hand side of the roadway as practicable, exercising due care when passing a standing vehicle or one proceeding in the same direction.
B. 
No person riding a bicycle upon a street or highway shall ride more than two abreast, except on paths or parts of roadways set aside for the exclusive use of bicycles.
C. 
Whenever a usable path for bicycles has been provided adjacent to a street or highway, bicycle riders shall use such path and shall not use the street or highway.
The operator of a bicycle emerging from an alley, driveway or building shall, upon approaching a sidewalk or the sidewalk area extending across any alleyway, yield the right-of-way to all pedestrians approaching on said sidewalk or sidewalk area and, upon entering the roadway, shall yield the right-of-way to all vehicles approaching on said roadway.
No person operating a bicycle shall carry any package, bundle or article which prevents the rider from keeping at least one hand upon the handlebars.
No person shall park a bicycle upon a street other than upon the roadway parallel to the curb or upon the sidewalk in a rack to support the bicycle or against a building and in such manner as to afford the least obstruction to pedestrian traffic, except that no person shall park any bicycle against a glass window.
A. 
The Chief of the Police Department is authorized to erect signs on any sidewalk, street or roadway prohibiting the riding of bicycles thereon by any person, and when such signs are in place, no person shall disobey the same.
B. 
Whenever any person is riding a bicycle upon a sidewalk, such person shall yield the right-of-way to any pedestrian and shall give audible signal before overtaking and passing such pedestrian.

A. 
The City Council may, by resolution, designate locations and times in which bicycles may not be operated on sidewalks or other public property. The restrictions contained in any such resolution shall be posted on signs in the area designated by the resolution. No person shall operate a bicycle contrary to the terms of the resolution.
B. 
Except for travel directly to and from the following locations or within designated areas, bicycling is expressly prohibited at the following city-owned properties:
(1) 
City Hall Plaza.
(2) 
Library Plaza.
(3) 
Parks and Recreation Plaza.
(4) 
39th District Court and Police Department Plaza.
(5) 
Roseville Eastland Senior Building premises.
(6) 
Roseville Lawn Street Housing Development premises.
(7) 
All Fire Department station plazas.
C. 
Bicycling shall be prohibited on any surface that deviates from the adjacent sidewalk elevation, including but not limited to ramps, steps, retention walls, handrails, planters, curb or gutter edges, barriers and barricades, benches and picnic tables and monument or sculpture surfaces located on all property owned or operated by the city.

A. 
Each bicycle, when in use at nighttime, shall be equipped with a lamp on the front which shall emit a white light visible from a distance of at least 500 feet to the front and with a red reflector on the rear of a type which shall be visible from all distances from 50 feet to 300 feet to the rear when directly in front of lawful upper beams of headlamps on a motor vehicle. A lamp emitting a red light visible from a distance of 500 feet to the rear may be used in addition to the red reflector.
B. 
No person shall operate a bicycle unless it is equipped with a bell or other device capable of giving a signal audible for a distance of at least 100 feet, except that a bicycle shall not be equipped with, nor shall any person use upon a bicycle, any siren or whistle.
C. 
Every bicycle shall be equipped with a brake which will enable the operator to make the braked wheel skid on dry, level, clean pavement.
A. 
Any violation of this chapter shall punished as provided in Chapter 1, General Provisions, Article I.

Any minor violating any provision of this chapter shall be dealt with by the Family Division of the Circuit Court.[1]
