As used in this chapter, the following terms have their meanings set forth in this section:
LOCK BOX
A high-security key vault system approved by the Fire Marshal Division of the Roseville Fire Department for secure containment of access keys, material data safety sheets, and pertinent site information which may assist the Fire Department personnel in a fire or emergency response.
A lock box approved by the Fire Marshal Division of the Roseville Fire Department shall be installed and maintained for the following facilities:
A. 
Except for buildings occupied 24 hours a day, all new buildings and/or new occupancies of existing buildings or existing occupancies served by an automatic fire detection or suppression system, or any other type of alarm system, including security systems, connected to a central monitoring station facility or person that would initiate an emergency call to the Roseville Fire Department or Emergency Dispatch.
B. 
All multiple-story occupancies that have elevators serving upper floors.
C. 
In all building classified as H-1, H-2, H-3, H-4, as described and pursuant to the Michigan Building Code, 2000 Edition (Chapter 23-Hazardous Materials) of the Michigan Building Code, 2000 Edition, and in all buildings classified as 302 sites (S.A.R.A. Title 3).

D. 
In any premises with manual- or power-operated gates necessary to be opened for Fire Department access and where security personnel are not on the premises to permit access when the facility is closed.
E. 
In all existing buildings and occupancies that are to be renovated to include an automatic fire detection or suppression system or any other type of alarm system that sends a fire signal to a monitoring company or person that would initiate an emergency call to the Roseville Fire Department or Emergency Dispatch.
F. 
In all existing buildings and occupancies that are to be renovated and/or will be required to substantially update the building, electrical and plumbing systems, and have added or have an existing automated fire detection or suppression system or any other type of alarm system that sends a fire signal to a monitoring company or person that would initiate an emergency call to the Roseville Fire Department or Emergency Dispatch.
Application for a lock box shall be made on forms provided to the owner or occupant of the building or site by the Fire Marshal Division of the Roseville Fire Department. Such owner and/or occupant shall be responsible for the cost to purchase, install and maintain the lock box. Applications may be obtained from the Fire Marshal Division of the Roseville Fire Department.
The location of the lock box shall be approved by the Fire Marshal Division of the Roseville Fire Department and shall comply with the following criteria:
A. 
The lock box shall be located at or near the recognized main public entrance on the exterior of the structure. When the occupancy is serviced by a fire sprinkler system, the lock box may be located above the Fire Department connection.
B. 
The lock box shall be located at a height of not less than four feet and not more than eight feet above normal grade.
C. 
The lock box may be connected to the NFPA 72A fire alarm control panel where provided. Wiring for the connection shall be supervised as required by NFPA 72A. The lock box shall be connected in such a manner that tampering or opening of the box shall produce an alarm signal.
A. 
No lock box shall be installed, voluntarily or otherwise, without first obtaining the approval of the Fire Marshal Division of the Roseville Fire Department.
B. 
An application for installation of a lock box shall be submitted to the Fire Marshal Division of the Roseville Fire Department by the owner or occupant of the building/site.
C. 
Buildings that choose to connect a lock box to an NFPA 72A fire alarm system can only obtain lock box installation authorization through licensed fire alarm contractors.
The lock box shall contain keys that are labeled and identified to open all doors/rooms that are specified by the Fire Marshal Division of the Roseville Fire Department and other pertinent information that is specified by the Fire Marshal Division.
A. 
All new or remodeled structures must comply with the requirements of this chapter prior to occupancy. Required approvals and specifications shall be obtained during the plan review process.
B. 
Existing structures must comply with this chapter within three years of the chapter adoption. The Fire Marshal Division of the Roseville Fire Department shall provide notice of the lock box requirements to all applicable existing structures.
C. 
The Fire Marshal Division shall issue no certificate of occupancy prior to installation of a lock box and after inspection, as required.
A. 
The imposition of one penalty for any violation shall not excuse the violation or permit it to continue, and all such persons shall be required to correct or remedy such violations or defects within a reasonable time, and where not otherwise specified, each day that prohibited conditions are maintained shall constitute a separate offense.
B. 
Any person, firm or corporation who violated the provisions of this chapter shall be guilty of a misdemeanor and, upon conviction thereof, shall be subject to a fine of up to $500 per violation and/or 93 days in jail.
