Pursuant to the provision of Section 3(k) of Public Act 279 of 1909 [MCL § 117.3(k)], the International Fire Code, 2021 Edition and all appendixes thereto, as promulgated by the International Code Council, Inc., and as amended in the future, is hereby adopted by reference by the City for the purpose of safeguarding life and property from the hazards of fire and explosion arising from the storage, handling and use of hazardous substances, materials and devices and from conditions hazardous to life or property and the use of occupancy of buildings or premises. If a conflict occurs between the provisions of such fire code and this article, this article shall prevail. Complete printed copies of the fire code adopted in this section are available for public use and inspection at the office of the City of Roseville City Clerk.

Section 107.3 is hereby amended to provide as follows: All inspection and maintenance reports required to be furnished to the Fire Department by the Code shall be electronically forwarded to the Fire Department using the IROL System (inspectionreportsonline.net). Any company doing inspection and maintenance shall be required to register with IROL, as well as all occupancies that have a fire protection system installed.

The geographic limits referred to certain sections of the 2021 International Fire Code are hereby established at the borders of the City of Roseville in their entirety and in conformance with the City of Roseville Zoning Ordinance.

The Fire Chief and the Fire Marshal shall act as a committee to determine and specify, after giving affected persons an opportunity to be heard, any new materials, processes or occupancies which shall require permits, in addition to those now enumerated in the International Fire Code, 2000 Edition. The Fire Marshal shall post such lists in a conspicuous place in his or her office and distribute copies thereof to interested persons.[1]

A. 
The owner of or all persons having control of any building within the City of Roseville shall display street address numbers in accordance with the following:
(1) 
Numbers on residential buildings shall be displayed on, at or near the front door, readily visible to passersby.
(2) 
Numbers on commercial buildings shall be displayed in such a manner as to be readily visible to occupants of vehicles immediately in front of such buildings during all hours of normal daylight.
B. 
Numbers on residential buildings shall be at least three inches in height and on commercial buildings shall be at least four inches in height.
C. 
The color of the numbers for both residential and commercial buildings shall be in contrast to the immediate background upon which they are mounted.
D. 
This section shall be construed to mean that if the numbers are hidden by an awning or other appurtenance, the owners of such building or persons having control thereof shall provide supplementary numbers in such a manner as to comply with this section.

Technical details regarding processes, methods, specifications, equipment testing and maintenance, design standards, performance, installation, life safety or other pertinent criteria as contained in those standards and codes by the National Fire Protection Association and known as the "National Fire Code, 1991," shall be considered a part of this code.
Whenever there is a conflict between sections of this article and other ordinances or where separate provisions of this article dealing with the same features are applicable to any given situation, the more restrictive of the differing requirements shall apply.

Any catering truck equipped with cooking equipment producing grease-laden air, such as a grill, deep fryer or broiler, shall be equipped with a fire extinguisher near the driver's seat which shall have a rating of at least 40b:C. An extinguisher with an A:B:C: rating shall not be accepted for grease fire.
A person shall not sell, trade, loan or give away any form, type or kind of fire extinguisher which is not approved by the Fire Chief or which is not in proper working order or the contents of which do not meet the requirements of the Fire Chief. The requirements of this section shall not apply to the sale, trade or exchange of obsolete or damaged equipment for junk when said units are permanently disfigured or marked with a permanent sign identifying the unit as junk.

Any person who shall violate any of the provisions of the code hereby adopted or fail to comply therewith or who shall violate or fail to comply with any order made thereunder or who shall build in violation of any detailed statement or specifications of plans submitted and approved thereunder or any certificate or permit issued thereunder, and from which no appeal has been taken, or who shall fail to comply with such order within the time fixed herein shall, severally, for each and every such violation and noncompliance respectively, be punishable as provided in Chapter 1, General Provisions, Article I. The imposition of one penalty for any violation shall not excuse the violation or permit it to continue, and all such persons shall be required to correct or remedy such violations or defects within a reasonable time; and where not otherwise specified, each day that prohibited conditions are maintained shall constitute a separate offense.

B. 
The application of the above penalty shall not be held to prevent the enforced removal of prohibited conditions.

As used in this article, the following terms shall have the meanings indicated:
LISTED
Equipment included in a list published by Underwriters' Laboratories, Inc., indicating that the equipment has been tested under their Standard No. 217.
SMOKE DETECTOR
A device capable of detecting abnormal amounts of smoke in the atmosphere by means of an ionized chamber or by photoelectric beam.
All dwelling units, with the exception of one- and two-family dwellings, including apartments, condominiums, efficiency apartments and all other sleeping rooms in hotels, motels, lodging houses, dormitories and all other sleeping quarters which are leased, rented or occupied by their owners, together with the means of egress from such rooms to the outside of the building, shall be equipped with one or more listed smoke detectors, mounted as specified in the manufacturer's instructions and in accordance with NFPA Standard 74.
In all existing units where a smoke detector is required by this article, a direct-wired power source or a primary-monitored battery source of power will be required to meet the above standards.
The Fire Prevention Bureau and the Department of Buildings and Inspection of the City of Roseville shall have authority to inspect and approve the installation of smoke detectors as required by this article and to issue citations for violation of this article.

Any person violating or neglecting or refusing to comply with any of the provisions of this article shall, upon conviction thereof, be punished by imposition of a fine of not less than $100 nor more than the penalties as provided in Chapter 1, General Provisions, Article I.
