There is hereby created the Recreation Advisory
Committee of the Borough of Eatontown, which shall serve in accordance
with the provisions of this article.
The Recreation Advisory Committee shall consist
of nine members and four alternates appointed by the Mayor and confirmed
by the Borough Council. Each member shall serve for a term of three
years, and the members first appointed shall be appointed for terms
of one, two and three years, respectively, in such manner that the
term of at least three members shall expire in each year. After the
initial appointments of the nine members and at the end of the first
year and each successive year, all appointments shall be for terms
of three years, and, if vacancies occur, said vacancies shall be filled
for the unexpired terms. The alternate members shall be appointed
each year and shall serve one-year terms. The members shall serve
until their respective successors are appointed and qualified. The
members shall receive no compensation for their services.
The members of the Recreation Advisory Committee
shall elect annually, from among their number, a Chairman and a Vice
Chairman. The elected officers shall serve for terms of one year and
shall be eligible for reelection in successive years.
The Recreation Advisory Committee shall advise
the Mayor, Council and Director of Recreation concerning recreation
and the use of parks and other designated areas for recreational purposes.
It shall be the responsibility of the Recreation Advisory Committee
to ensure the implementation of recreation programs through the office
of the Director of Recreation.
The Recreation Advisory Committee shall have
the power and duty to:
A. Act in advisory capacity in all matters pertaining
to the utilization of parks and recreation programs and recreational
areas for the implementation of the recreational programs.
B. Be involved in the annual budget process as it applies
to facilities to accommodate recreation purposes and programs and
make recommendations with respect thereto to the Director of Recreation
and approve the budget before submission to the Mayor and Council.
C. Advise in the planning of parks and recreation programs
therein for the users of said parks and recreation programs and promote
and stimulate public interest and, to that end, solicit to the fullest
extent possible the cooperation of school authorities and other public
and private agencies interested therein.

D. Recommend policies for the acquisition, development
and improvement of parks and playgrounds.
E. Set fees for participation in organized sports activities
and leagues for both Borough residents and nonresidents.
F. Consult in the hiring of personnel for the implementation
of the parks and recreation programs.
G. Control all lands, playgrounds and recreation places
owned or leased by the Borough, and the Committee may adopt suitable
rules, regulations and bylaws for the use thereof and the conduct
of all persons while on or using the same; and any person who shall
violate any of such rules, regulations or bylaws shall be deemed and
adjudged to be a disorderly person.
The Recreation Advisory Committee shall also
perform the following functions:
A. Help interpret the recreational needs and desires
of the community.
B. Study and evaluate the programs existing in the community.
C. Act as a clearing agency for suggestions.
D. Make the administrative staff aware of local traditions
and recreational usage patterns and offer guidance when departures
from existing programs are contemplated.
E. Inform members of the community as to the possibilities
of participation in the various programs and the values to be derived
from such participation.
F. Investigate criticisms from the community and suggest
corrections.
G. Discover and recruit volunteer leadership.
H. Assist the administrative staff in understanding the
reaction of the people in the community toward the programs.
The Recreation Advisory Committee, when called
upon, shall advise the Mayor and Council with respect to the appointment
of a Director of Recreation.
