shall be returned to its owner upon payment of the reasonable costs
of towing and storage.
Any member of the Borough Police Department
may bring a complaint against the owner of any vehicle found parked
in a marked and posted Fire Department operation zone in violation
of this article and the matter shall be heard in the Municipal Court.
Upon a finding of violation of this article,
the Municipal Judge may impose a fine or penalty in his discretion
up to the maximum permitted by the laws of the State of New Jersey.
