No motor vehicle shall be parked during the hours of 8:00 a.m. to 4:00 p.m. Monday through Friday on the streets designated in § 186-5A below or at any time on the streets designated in § 186-5B below, unless:
A. 
The motor vehicle is owned or operated on a regular basis by a resident of that street; and
B. 
The motor vehicle has displayed on its left (driver's side) rear window in such a manner as to be closely examined by a police officer a current residential parking permit issued by the Township; or
C. 
The motor vehicle falls under one of the exceptions to the parking ban.
The following motor vehicles shall be exempt from this parking restriction:
A. 
Visitors. A vehicle displaying a current visitor parking permit may park, provided that the operator of the motor vehicle is a bona fide guest of a resident within the permit parking area. The visitor permit shall be displayed on the front dashboard of the vehicle in such a manner as to be clearly visible by a police officer enforcing the parking regulations.
B. 
Commercial vehicles. Contractors, service and delivery vehicles bearing the name and address of a commercial business may park without a permit during the time they are rendering the service to the resident within the permit parking area.
C. 
Emergency and utility vehicles. Emergency vehicles and public utility motor vehicles may park within the permit parking area during the time they are rendering services or repairs within the area.
Whenever the Chief of Police, or his/her designee, shall determine that certain streets exclusively or primarily serving residential land uses, or portions of such streets, are being used for parking by the operators of vehicles who do not reside on such streets, as disclosed by a traffic study, then the Chief of Police, or his/her designee, may recommend to the Mayor and Township Council that such street or streets be included within the provisions of this chapter.
Applications for the parking permits under this chapter shall be made, in writing, on forms provided by the Township Police Department. Permits shall be granted:
A. 
To persons who are residents on the street, or portions thereof, upon which parking is restricted by this chapter. A permanent permit shall be issued for every vehicle owned or principally operated by such persons who reside at such residences.
B. 
Unlimited visitor permits may be issued, upon request, to each residential unit on any street, or portion thereof, upon which parking is restricted by this chapter for use only by visitors to that residential unit.
A. 
Parking is restricted, pursuant to § 186-1A above, on the following streets:
Ashley Road
Creek Road
Michelle Court
Brook Lane
Danielle Lane
Twin Ponds Court
Charles Lane
Kim Court
Twin Ponds Drive
B. 
Parking is restricted, pursuant to § 186-1B above, on the following streets or portions thereof.
C. 
No parking is permitted on Hampshire Avenue from its intersection with Blackwood-Barnsboro Road at the most northerly curbline to a point 440 feet west thereof.
The Chief of Police is hereby directed to have proper signs posted regarding the provisions of this chapter erected or placed upon those streets, or portions thereof, hereinabove described.
Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of this chapter shall be punished as provided in Chapter 1, General Provisions, Article I.
