A. 
There shall be a Department of Health. The Department shall consist of the following sections:
(1) 
Public Health Nurses.
(2) 
Environmental Health/Housing.
(3) 
Animal Control.
(4) 
Health Educator.
(5) 
Vital Statistics.
(6) 
Senior and Social Services.
(7) 
Such other sections as the Mayor may establish.
B. 
The head of the Department of Health shall be appointed by the Mayor with the advice and consent of the Council for the term of the Mayor appointing him/her and until such time as a successor is appointed and qualified.

A. 
Organization.
(1) 
The head of the Department of Health shall be the Township Health Officer, appointed by the Council. The Health Officer appointed pursuant to the provisions of this sections shall be either:
(a) 
An employee of the Township who shall receive such compensation as shall be fixed by law or collective bargaining agreement, as applicable; or
(b) 
An employee of a public entity with which the Township has entered into an intergovernmental agreement for the providing of the services of a Health Officer.
B. 
Powers and duties. The Department of Health shall:
(1) 
Administer general laws and Township ordinances conferring functions, powers and duties upon a board or department of health or a local health officer.
(2) 
Enforce laws and ordinances providing for the prevention and control of disease, and conduct related inspections.
(3) 
Administer general laws and ordinances relating to vital statistics.
(4) 
Administer public health nursing services and health educational programs as authorized by the Public Health Practice Standards of Performance for Local Boards of Health in New Jersey.
(5) 
Operate public health clinics as authorized by ordinances and general law.
(6) 
Perform other duties as may be assigned by the Mayor or Business Administrator.
C. 
Public health nursing service fees.
(1) 
In order to ensure that no individual is refused health care, the fees shall be waived in the event that the recipient is without medical insurance and has a gross annual income in accordance with State and/or Federal guidelines.
(2) 
The Health Department shall charge fees for public health nursing services, as provided in Chapter 75, Fees.
D. 
Community health, education and screening program fees.
(1) 
The Health Department shall charge fees as provided in Chapter 75, Fees, for the performance of the Men's and Women's Health Awareness Clinic services.
(2) 
The Health Department shall charge fees as provided in Chapter 75, Fees, for continuing education and training programs.
(3) 
In order to ensure that no individual is refused health care, the above fees shall be waived in the event that the recipient is without medical insurance and has a gross annual income in accordance with State and/or Federal guidelines.
(4) 
The Health Department shall charge fees as provided in Chapter 75, Fees, for the Child Health Conference and dental clinics.
E. 
Vital statistics fees.
(1) 
The Division of Health shall charge fees as provided in Chapter 75, Fees, for corrections to birth certificates; marriage license applications; certified birth certificates; certified marriage certificates; civil union applications; certified civil union certificates; domestic partnership applications; certified domestic partnership certificates; certified death certificates; and burial permits.
F. 
Marriage and civil union ceremony fee.
(1) 
The Mayor shall collect a fee as provided in Chapter 75, Fees, for performing marriages and civil union ceremonies. Said fee shall be deposited into the current fund.
G. 
Radon test kit fee. The Health Department shall charge a fee as provided in Chapter 75, Fees, for the purchase of radon test kits.

A. 
Powers and duties of the Office of Senior and Social Services. The Office of Senior and Social Services shall:
(1) 
Provide social services for eligible residents and initiate action to help clients obtain an adequate standard of living and become self-supporting.
(2) 
Maintain and protect all records and appropriate documents required by the New Jersey Department of Health and Senior Services.
B. 
Duties of the Director of Senior and Social Services. The duties of the Director of Senior and Social Services shall be as set forth in N.J.S.A. 44:8-118 and, as follows:
(1) 
Serve as the Senior Citizen Liaison and Secretary for the Mayor's Senior Advisory Board;
(2) 
Assist individuals with Medicare and Medigap insurance as a certified SHIP Counselor;
(3) 
Serve as a member of the Board of Directors for Sienna Village at Wayne and Edward Sisco Village;
(4) 
Serve as Wayne's representative to the Passaic County Senior Advisory Council;
(5) 
Represent Wayne on the Passaic County Citizens Advisory Committee's Transportation System;
(6) 
Develop and update the "Mayor's Handbook of Tradespeople" and "Resource Guide" for Seniors;
(7) 
Provide information and referral resource for all senior services;
(8) 
Perform other duties as may be assigned by the Mayor or Business Administrator.

A. 
There is hereby created and established the Wayne Alliance for the Prevention of Alcoholism and Drug Abuse, herein referred to as the "Alliance," the purpose of which shall be directed to the following:
(1) 
Causes of alcoholism and drug abuse.
(2) 
Positive prevention of alcoholism and drug abuse.
(3) 
Prompt public and widespread dissemination of all the latest information and knowledge concerning the causes of alcoholism and drug abuse and their elimination, and the positive prevention of the same.
(4) 
Establishing effective educational programs on prevention of alcoholism and drug abuse for the youth of the Township from the grammar school through the high school levels and beyond, as well as for parents, citizen groups and clergy.
(5) 
Study of all manner of treatment programs in the field of alcoholism and drug abuse.
B. 
The Alliance shall act as the official liaison with the Passaic County Local Advisory Committee on Alcohol and Drug Abuse and such other official agencies as may be appropriate.
C. 
The Alliance shall be the official coordinating agency on the prevention of alcohol and drug abuse for Wayne Township.
D. 
The Alliance shall consist of at least 15 citizens of the Township who shall be appointed by the Mayor. Each of the appointed members shall serve for such terms as shall be determined by the Mayor, but in no event shall terms exceed three years.
E. 
At the first meeting each year, officers shall be elected or appointed and suitable bylaws adopted. Meetings shall be held at least once a month.
F. 
The Alliance shall submit reports and recommendations to the Mayor every six months.
