A. 
The position of code enforcement officer of the Village of Briarcliff Manor is hereby established to enforce the provisions of the Code of the Village of Briarcliff Manor. There may be more than one code enforcement officer. Code enforcement officers shall be appointed by the Village Board of Trustees.
B. 
The Building Inspector and Assistant Building Inspector shall be code enforcement officers and any other staff member so appointed by the Village Board of Trustees,
A Code enforcement officer shall perform the following duties and functions:
A. 
Investigate complaints of violations pertaining to the Code of the Village of Briarcliff Manor.
B. 
Maintain records of inspections and follow up on violations to assure correction by those responsible.
C. 
Explain the requirements of local codes, ordinances and laws to property owners, building operators, tenants, contractors and the general public.
D. 
Correspond and meet with property owners, tenants and members of the public regarding violations of the local codes, ordinances and laws and time allowed for correcting deficient conditions.
E. 
Inspect properties and streets for compliance with permits granted or required.
F. 
Make complaints to the courts against persons not complying with the local codes, ordinances and laws.
G. 
Such other duties and responsibilities as the Village Board may assign from time to time.
The term "appearance ticket" shall mean a written notice, issued and subscribed by a public servant authorized by law to issue the same, directing a designated person to appear in a designated local criminal court at a designated future time charging him or her with the commission of a designated offense. A notice conforming to such definition constitutes an appearance ticket regardless of whether it is referred to in some other provision of law as a summons or by any other name or title.
Code enforcement officers of the Village of Briarcliff Manor, Village police officers, the Building Inspector and the Assistant Building Inspector are hereby authorized and empowered to issue and serve appearance tickets, as provided by Article 150 of the Criminal Procedure Law.
The following laws may be enforced by the issuance of appearance tickets:
A. 
The New York State Uniform Fire Prevention and Building Code administration and all accepted standards.
B. 
The Code of the Village of Briarcliff Manor.
C. 
The State Energy Conservation Construction Code.

Every appearance ticket that is issued pursuant to the provisions of this chapter shall include the following:
A. 
The name and address of the party(s) to whom the ticket is issued, when known
B. 
Citation of law(s) and the appropriate section(s) allegedly violated.
C. 
The place and date of the alleged violation(s).
D. 
The place, date and time that the party(s) is (are) required to appear in court.
E. 
The date of issuance of the appearance ticket(s).
F. 
The title and signature of the issuing officer(s).
