[Adopted 10-23-1989 by L.L. No. 5-1989 as Ch. 7, Art. VII, of the 1989 Code]
A board, to be known as the "Endicott Tri-Cities
Airport Advisory Commission," is hereby established.
A.
The Board established by this article shall consist
of a Chairman, who shall be appointed by the Mayor, and four other
members, one of whom shall be a member of the Board of Trustees, who
shall be appointed by the Board of Trustees of the Village.
B.
Of the members first appointed, one shall be appointed
for a period of one year, one for a period of two years, one for a
period of three years, one for a period of four years and the Chairman
for a period of five years. At the expiration of such terms, the terms
of office of their successors shall be five years. Each member shall
continue to serve until the appointment and qualification of his successor.
C.
Vacancies on such Board occurring otherwise than by
the expiration of term shall be filled in the same manner as aforesaid
for the unexpired term.
D.
The members of the Board shall choose from their number
a Vice Chairman and Secretary.
E.
The Village Board of Trustees may remove any member
of the Board for inefficiency, neglect of duty or misconduct in office,
giving him a copy of the charges against him and an opportunity to
be heard in person or by counsel in his defense, upon not less than
10 days' notice.
F.
The members of the Board shall be entitled to no compensation
for their services but shall be entitled to reimbursement for their
actual and necessary expenses incurred in the performance of their
official duties.
G.
The powers of the Commission shall be vested in and
exercised by a majority of the members of the Board then in office.
The members of the Airport Commission shall
have the authority to act on behalf of the Village in all matters
pertaining to the management, planning, development and promotion
of the airport and shall be directly responsible to the Mayor and
Board of Trustees.
The Airport Commission is hereby duly designated
the agent of the Mayor and Board of Trustees as to all matters under
its official jurisdiction, excluding, however, the expenditure of
moneys in connection with the airport.
All actions and matters of business undertaken
by the Airport Commission shall not be binding upon the Village unless
ratified by the Board of Trustees.

There is no residency requirement to serve on
the Airport Advisory Commission.
