The Waste Water Oversight Committee will advise on
the oversight of key administrative and operational aspects of the
sewage treatment plant. The Waste Water Oversight Committee will be
advisory only and will have no decision-making authority.
All key administrative and operational actions and
decisions must first be made by or through the Waste Water Oversight
Committee in its advisory capacity, including acting as the liaison
to the respective boards as to general administrative, operational
and compliance issues, reviewing revenue and expense performance of
the plant, performing cursory or interim audits, performing project
oversight for any new and ongoing projects, and preparing quarterly
operational reports on both an historical and budgetary basis.
The Waste Water Oversight Committee will have the
power to obtain records and information from respective municipalities
in a timely manner in order to perform its function, as well as the
ability to retain experts if needed to make key decisions and/or to
otherwise perform its function.
The following specifically identified actions or decisions
will require joint approval by the respective boards of both the Village
of Endicott and the Town of Union before implementation. The following
