There is hereby created an Electrical Examining Board, which shall consist of the Building Inspector of the Village, the Superintendent of the Electrical Department of the Village, one master electrician engaged in the business of master electrician in the Village, an electrical inspector and one journeyman residing in the Village.
A. 
The members of the Electrical Examining Board other than the Building Inspector and Supervisor of the Electrical Department shall be appointed by the Mayor and shall serve without compensation from the Village.
B. 
The terms of the appointive members of the Board shall be for two years.
C. 
Vacancies occurring on the Board shall be filled for the balance of the unexpired term by appointment by the Mayor.
The Electrical Examining Board shall meet at stated intervals and at such other times as may be necessary.
The Electrical Examining Board shall have the authority to:
A. 
Adopt rules and regulations for the proper carrying on of the duties and business of said Board, which rules and regulations shall be approved by the Mayor and thereafter published in the official proceedings of the Village.
B. 
Adopt rules and regulations for the installation of electrical work.
The Electrical Examining Board may grant or deny any application for a license required under the provisions of this chapter.
If a license application is denied by the Electrical Examining Board, the reason therefor shall be stated in writing, and an appeal from the decision of said Board may be made to the Board of Trustees, which may affirm or reverse the decision of the Electrical Examining Board as to the granting or denying of such application.
The Electrical Examining Board shall have jurisdiction over and the authority to examine all persons applying for a certificate of competency and license to engage in the business of master electrician or the occupation of journeyman, for the purpose of determining their fitness and qualifications for such license, which fitness and qualifications shall be determined upon the experience and qualification of the applicant as set forth in his or its written application or by oral examination of the applicant or others as to the facts set forth application, and to issue certificates of competency to all such persons who shall be determined by such Board to be fit and qualified.
