The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a police officer or
official traffic control device.
Whenever a community-wide function or an authorized
function or an emergency exists, the Chief of Police shall have the
authority to suspend parking as required by the erection of barricades,
by the placement of no-parking signs and by the use of no-parking
bags on parking meters on the public streets and highways within the
Village, other than streets and highways under the jurisdiction of
the State of New York, for a period not to exceed seven days. In the
event that a community function or situation requiring the suspension
of legal parking will reasonably exceed seven days, then, in such
event, the suspension of legal parking may only be carried out with
the prior approval of the Board of Trustees.
The parking of vehicles is hereby prohibited
in any of the following locations:
A. In the area between the curbline and sidewalk of any street at all times, except on the streets or parts of streets described in Schedule XII (§
235-72), attached to and made a part of this chapter.
B. At all intersections, 60 feet from the crosswalk,
unless otherwise posted.
C. In front of a public or private driveway.
D. Within 15 feet of a fire hydrant.
G. In any area designated as a fire lane, in accordance
with the New York State Vehicle and Traffic Law.
H. On all property owned by the Village of Endicott,
unless otherwise posted.

I. On all property owned by the Union Endicott Central
School District as posted and in accordance with the resolutions enacted
by the Board of Education of the Union Endicott School District.

J. In any area designated as a fire lane located on private
streets, roadways or driveways of Huron Real Estate Associates, LLC,
an industrial complex, in accordance with the New York State Vehicle
and Traffic Law § 1660-a.

K. In any area designated as a fire lane located on private
streets, roadways or driveways of the Price Chopper Plaza located
on North Street, in accordance with New York State Vehicle and Traffic
Law § 1660-a.

L. In any space or area designated as an electric vehicle charging station as described in Schedule XXVI (§
235-86), except for electric vehicles as defined in this chapter.

The parking or stopping of vehicles is hereby prohibited on all Village streets and municipal parking lots from December 1 to April 1 between the hours of 1:00 a.m. and 6:00 a.m., except on those streets or parts of streets or locations in municipal parking lots described in Schedule XIII (§
235-73), attached to and made a part of this chapter.
The parking of vehicles is hereby prohibited
on all Village streets and municipal parking lots unless such vehicle
shall have a current inspection certificate and a distinctive number
assigned to it by the Commissioner of Motor Vehicles and a set of
number plates issued by the Commissioner with a number and other identification
matter, if any, corresponding to that of the certificate of registration
conspicuously displayed and securely fastened so as to prevent the
same from swinging; provided, however, that in any registration year
for which only one numbered plate is issued, there shall also be conspicuously
displayed a current registration certificate.

A. Except where angle parking is authorized, every vehicle
stopped, standing or parked wholly upon a two-way roadway shall be
so stopped, standing or parked with the right-hand wheels of such
vehicle parallel to and within 12 inches of the right-hand curb or
edge of the roadway.
B. Except where angle parking is authorized, every vehicle
stopped, standing or parked wholly upon a one-way roadway shall be
so stopped, standing or parked parallel to the curb or edge of the
roadway in the direction of authorized traffic movement with its right-hand
wheels within 12 inches of the right-hand curb or edge of the roadway
or its left-hand wheels within 12 inches of the left-hand curb or
edge of the roadway.

A. No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XIV (§
235-74), attached to and made a part of this chapter.

B. No person shall park a vehicle having a total gross
weight in excess of 7,000 pounds upon any of the streets or any of
the parking lots owned by Village of Endicott or parts thereof in
the Village of Endicott which are located in the following zoning
districts: Residential Single-Family, RS-7; Residential Single-Family,
RS-5; Residential Two-Family, RT-4; and Residential Multifamily, RM-4;
except for a vehicle delivering goods, wares or merchandise or rendering
services to premises in the immediate vicinity thereof.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XV (§
235-75), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XVI (§
235-76), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XVII (§
235-77) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVII, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XVIII (§
235-78) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVIII, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XIX (§
235-79) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XIX, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XX (§
235-80) at any time between the hours listed in said Schedule XX of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XX, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XXI (§
235-81) except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The on-street parking meters indicated in Schedule XXII (§
235-82), attached to and made a part of this chapter, are hereby reserved for use of vehicles being used for the transportation of a severely disabled or handicapped person or persons. Said meters shall be identified with a sign bearing the legend "Reserved Parking" and shall include the international symbol of access on said sign.
The locations described in Schedule XXIII (§
235-83), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XIV (§
235-84), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXV (§
235-85), attached to and made a part of this chapter, are hereby designated as bus stops.
