The Board of Traffic Commissioners will consist of seven community members appointed by the Board of Trustees, who will be voting members of the Board, and two ex officio members. The ex officio members will be the Chief of the Mamaroneck Fire Department or his or her designee and the Chief of the Mamaroneck Police Department or his or her designee. The ex officio members will serve in an advisory capacity only and will not be voting members of the Board. At least three of the community members must have a background of experience in engineering, systems analysis or general business experience.

A. 
Each of the community members of the Board of Traffic Commissioners shall be authorized to serve at the pleasure of the Board of Trustees for a period of not more than three years.
B. 
The Chairman of said Board shall be appointed by the Board of Trustees of the Village of Mamaroneck.
C. 
Each of the ex officio appointees or designees of the Chiefs of the Mamaroneck Fire Department and Police Department shall be authorized to serve a term not to exceed one year, with no limit on the number of terms such ex officio members may serve.
There is hereby delegated to said Board of Traffic Commissioners any and all of the powers granted by § 1640 of the Vehicle and Traffic Law to the Board of Trustees of the village to adopt reasonable regulations for the control of traffic and parking in the Village of Mamaroneck; provided, however, that:
A. 
The installation, operation, maintenance, policing and supervision of parking meters shall be the responsibility of the Village Manager and Chief of Police, subject to the approval of the Board of Trustees.
B. 
The establishment and control of off-street parking areas and parking meter zones is not delegated to the Board of Traffic Commissioners and shall continue to be subject to legislation adopted by the Board of Trustees.

C. 
The Traffic Commission will comply with the requirements of the Open Meetings Law of the State of New York (Public Officers Law § 100 et seq.), even if that law does not apply because the Commission is acting in an advisory capacity.

No traffic or parking regulation adopted by the Board of Traffic Commissioners shall be effective unless and until:
A. 
It has been adopted by a majority vote of the full voting membership of the Board.
B. 
It has been certified to the Board of Trustees by the Board of Traffic Commissioners as a regulation duly adopted by it.
C. 
It has been approved by the Board of Trustees.
