A. 
No person owning or occupying premises in front of which, or upon which, a fire hydrant is located shall permit hedges, shrubbery, flowers and the like to be planted or grown within five (5) feet to the side or rear of any fire hydrant, nor shall any other permanent obstruction such as mailboxes, decorative sculptures, fences or fence posts be placed within such areas. Hydrants shall not be obstructed so that they may be visible from the roadway and readily accessible for maintenance, testing, repair, operation and fire protection.

No trees shall be planted within ten (10) feet from any fire hydrant pursuant to § 318-10 of this Code.
A. 
Any planting or obstruction that violates this chapter shall be removed within ten (10) days of notice, which shall be served by the Village of Mamaroneck. Failure to comply shall constitute a violation and may result in the imposition of a fine not exceeding two hundred fifty dollars ($250.) or imprisonment not exceeding fifteen (15) days, or both.
B. 
In addition to any other penalty which may be provided for herein, the Village Manager is authorized to instruct village forces to remove the offending plantings or obstruction and any cost in connection therewith shall be paid by the property owner within thirty (30) days after completion of such removal. Upon the failure of such owner to pay such costs within thirty (30) days from the written demand therefor, the amount thereof shall be added to and become part of the taxes next to be assessed and levied upon said premises and shall be collected and enforced in the same manner as taxes.
