A. An application for a taxicab vehicle license shall
only be made by and issued to the registered owner of the vehicle.
B. A license shall be issued as of May 1 and shall expire
on April 30 next succeeding, unless sooner suspended or revoked. Application
for a license shall be made upon blank forms to be furnished by the
Village, and such applications shall contain the full name and address
of the owner, the class of vehicle for which the license is desired,
the length of time the vehicle has been in use, the number of persons
it is capable of carrying, the motor power thereof, the engine number
and the state license number.
Any vehicle found to be in accordance with the
provisions of this chapter and the rules and regulations established
herein, upon the payment of the license fee, shall be licensed by
a card which shall contain the official license number and the date
of inspection and shall contain blank spaces upon which any entry
shall be made of every subsequent inspection. The owner of the vehicle
shall affix a license, to be issued by the Village, to a conspicuous
place within the licensed vehicle, where it shall be carried at all
times.
No larger number of licensed cars of any owner
under this chapter shall be permitted to stand or be parked at the
Village of Mamaroneck railroad station or highway adjacent on the
south thereof than the number of licensed drivers of said owner who
are working and are actually on duty as drivers at the time of placing
or parking said cars.

Owners desiring one or more vehicles licensed shall accompany the application with a fee as set forth in Chapter
A347, Fees, for each vehicle. There shall be a fee of $50 for the transfer of a license to another vehicle any time during the licensed year.
Upon the filing of a completed application and
payment of all fees required hereunder, the Chief of Police or his
designated agent may, in his discretion, issue a temporary license
to be valid for a period not exceeding 90 days or until such time
as a final decision on the pending application is made, whichever
is earlier.

A. Any individual and/or entity in which that individual
has a legal or beneficial interest who is licensed to own three or
more taxicabs in the Village of Mamaroneck shall operate at least
one taxicab in the Village of Mamaroneck between the hours of 6:00
a.m. and 2:30 a.m. every day. If eight or more taxicabs are licensed,
at least two taxicabs shall be operated, and if 15 or more are licensed,
at least three taxicabs shall be operated, in accordance with the
provisions of this chapter.
B. Availability. Whenever a taxi is not occupied by any
passenger, the taxi shall be available to any person(s) requesting
same, and the trip shall not be delayed while the driver waits for
additional passengers.
C. No driver shall refuse or neglect to convey an orderly
person(s), upon request, to any place or places within the Village
unless previously engaged or unable to do so, or forbidden by the
provisions of this chapter. Drivers are not required to convey passengers
who are intoxicated, whether by alcohol or drugs, or unable to take
care of themselves as a result of intoxication, unless that person
is accompanied by another passenger in a sober condition who assumes
the care and responsibility for such passenger. This shall not be
construed as permitting the driver to evade prompt and safe caring
and transporting for the aged, injured or sick and other persons who
cannot make ready use of other carriers.
D. Drivers of taxicabs shall not receive or discharge
passengers in the roadway; it shall pull up to the right-hand sidewalk
as nearly as possible or, in the absence of a sidewalk, to the extreme
right-hand side of the road. On one-way streets, passengers may be
picked up or discharged at either right- or left-side curbs.
E. Every taxicab driver shall maintain a record book
in which he/she shall record all trips made each day, showing the
time and place of origin and destination of each trip, the number
of passengers and fare charged. Such book shall be preserved by the
taxicab operator for one year and shall be subject to inspection by
the Village Police Department.
Owners shall display, constantly and in a conspicuous
place visible to all passengers, a sticker to be issued by the Chief
of Police or his designated agent which states:
Complaints regarding the physical condition
of the vehicle, the driver or anything affecting the safe and convenient
use of taxicabs in the Village of Mamaroneck may be made in writing
and addressed to the Chief of Police, Village Hall, Village of Mamaroneck,
Mamaroneck, New York 10543.

The number of taxicabs for which licenses may
be issued under this chapter of the Village of Mamaroneck shall be
limited to 35 in number.
