A. 
An application for a taxicab vehicle license shall only be made by and issued to the registered owner of the vehicle.
B. 
A license shall be issued as of May 1 and shall expire on April 30 next succeeding, unless sooner suspended or revoked. Application for a license shall be made upon blank forms to be furnished by the Village, and such applications shall contain the full name and address of the owner, the class of vehicle for which the license is desired, the length of time the vehicle has been in use, the number of persons it is capable of carrying, the motor power thereof, the engine number and the state license number.
A. 
No vehicle shall be initially licensed until it has been thoroughly inspected by a mechanic designated for that purpose by the Chief of Police or his designated agent and a written report thereof, in a manner prescribed by the Chief of Police or his designated agent, shall have been filed with the Chief of Police or his designated agent. A copy of the report shall be given to the owner of the vehicle at the completion of the mechanical inspection. The initial inspection shall be both mechanical and physical, as those terms are used in Subsection B hereof.
B. 
Subsequent to the initial inspection, there shall be at least two inspections annually of each vehicle so licensed. One of the inspections shall be physical and one shall be mechanical. The mechanical inspection shall be conducted by a certified/licensed mechanic designated by the Chief of Police or his designated agent. A physical and mechanical inspection shall both be performed at the time of renewal of the vehicle license. The mechanical inspection may be done any time within 30 days prior to the renewal date to be valid for the subsequent year. The remaining inspections shall be physical and consist of a visual inspection which may be performed at any time requested by the Chief of Police or his designated agent. The vehicle owner shall be liable for all costs incurred with respect to said inspections.
(1) 
A vehicle shall not pass a mechanical inspection unless it is in a thoroughly safe condition for the transportation of passengers and in good repair. A mechanical inspection shall include, but not be limited to, a review of the following items:
(a) 
Brakes.
(b) 
Tires.
(c) 
Steering.
(d) 
Shock absorbers and springs.
(e) 
Lights.
(f) 
Windshield.
(g) 
Mirrors.
(h) 
Windshield wipers.
(i) 
Horn.
(j) 
Fuel inlet restrictor.
(k) 
Speedometer.
(2) 
A vehicle shall not pass a physical inspection unless it is free of excessive auto body and paint damage, clean, fit, uniform in color, of good appearance and in a thoroughly safe condition. A physical inspection shall include, but not be limited to, a review of the following items:
(a) 
Interior upholstery.
(b) 
Floorboards.
(c) 
Door handles.
(d) 
Windows.
(e) 
Locks.
(f) 
Lights.
(g) 
Tires.
(h) 
Body damage and rust.
(i) 
Paint.
(j) 
Spare tire, jack, lugs and lug wrench.
(k) 
Directional signals.
(l) 
Safety flares.
C. 
The Chief of Police or his designated agent may suspend any owner's vehicle license for failing the inspection(s) required hereunder for 30 days, or until it has been determined by reinspection that the vehicle has been repaired. The Village does not guarantee the mechanical safety of any vehicle licensed and inspected under this section.
D. 
The Chief of Police or his designated agent shall notify all owners licensed hereunder of the dates of physical inspections, which date shall be at least 10 days after the mailing of notification. The notification shall be in writing, sent by regular mail, and shall state the date, time and place of inspection.
E. 
Every company or individual operating one or more taxicabs under license in this Village shall have the full name and phone number of the owner or company permanently attached on one door on each side of the vehicle, as well as on the rear of the vehicle, in letters at least two inches in height. They shall be affixed to the vehicle in such a manner that they cannot be removed or covered up while the taxi is off duty. In addition, the taxi license number shall be affixed on each side of the vehicle, but not on the doors, as well as at the rear of the vehicle alongside of the Village license sticker. The license number shall be at least three inches in height and uniform in color.

F. 
The Chief of Police or his designated agent may, at any time, order such additional inspection as he may deem necessary to ensure the health, safety and welfare of the residents of the community.
G. 
Physical inspections shall be conducted by the Chief of Police or his designated agent, and he or his agent shall determine whether the vehicle has met the criteria set forth herein.
H. 
Repair work which is required to be done after a mechanical inspection of a vehicle shall be completed within 10 days of the mechanical inspection, and satisfactory proof of repair shall be presented to the Chief of Police or his designated agent. Failure to make such repairs and/or to present satisfactory proof may be a ground for suspension of an owner's license.
I. 
Each licensed vehicle, at all times while in service, shall be equipped with a usable spare tire which meets the specifications of the New York State Vehicle and Traffic Law, as well as a jack and other necessary tools for a tire change, which shall be maintained in good working order. In addition, each such vehicle shall be equipped with at least two thirty-minute safety flares.
Any vehicle found to be in accordance with the provisions of this chapter and the rules and regulations established herein, upon the payment of the license fee, shall be licensed by a card which shall contain the official license number and the date of inspection and shall contain blank spaces upon which any entry shall be made of every subsequent inspection. The owner of the vehicle shall affix a license, to be issued by the Village, to a conspicuous place within the licensed vehicle, where it shall be carried at all times.
No larger number of licensed cars of any owner under this chapter shall be permitted to stand or be parked at the Village of Mamaroneck railroad station or highway adjacent on the south thereof than the number of licensed drivers of said owner who are working and are actually on duty as drivers at the time of placing or parking said cars.

Owners desiring one or more vehicles licensed shall accompany the application with a fee as set forth in Chapter A347, Fees, for each vehicle. There shall be a fee of $50 for the transfer of a license to another vehicle any time during the licensed year.
Upon the filing of a completed application and payment of all fees required hereunder, the Chief of Police or his designated agent may, in his discretion, issue a temporary license to be valid for a period not exceeding 90 days or until such time as a final decision on the pending application is made, whichever is earlier.

A. 
Any individual and/or entity in which that individual has a legal or beneficial interest who is licensed to own three or more taxicabs in the Village of Mamaroneck shall operate at least one taxicab in the Village of Mamaroneck between the hours of 6:00 a.m. and 2:30 a.m. every day. If eight or more taxicabs are licensed, at least two taxicabs shall be operated, and if 15 or more are licensed, at least three taxicabs shall be operated, in accordance with the provisions of this chapter.
B. 
Availability. Whenever a taxi is not occupied by any passenger, the taxi shall be available to any person(s) requesting same, and the trip shall not be delayed while the driver waits for additional passengers.
C. 
No driver shall refuse or neglect to convey an orderly person(s), upon request, to any place or places within the Village unless previously engaged or unable to do so, or forbidden by the provisions of this chapter. Drivers are not required to convey passengers who are intoxicated, whether by alcohol or drugs, or unable to take care of themselves as a result of intoxication, unless that person is accompanied by another passenger in a sober condition who assumes the care and responsibility for such passenger. This shall not be construed as permitting the driver to evade prompt and safe caring and transporting for the aged, injured or sick and other persons who cannot make ready use of other carriers.
D. 
Drivers of taxicabs shall not receive or discharge passengers in the roadway; it shall pull up to the right-hand sidewalk as nearly as possible or, in the absence of a sidewalk, to the extreme right-hand side of the road. On one-way streets, passengers may be picked up or discharged at either right- or left-side curbs.
E. 
Every taxicab driver shall maintain a record book in which he/she shall record all trips made each day, showing the time and place of origin and destination of each trip, the number of passengers and fare charged. Such book shall be preserved by the taxicab operator for one year and shall be subject to inspection by the Village Police Department.
Owners shall display, constantly and in a conspicuous place visible to all passengers, a sticker to be issued by the Chief of Police or his designated agent which states:
Complaints regarding the physical condition of the vehicle, the driver or anything affecting the safe and convenient use of taxicabs in the Village of Mamaroneck may be made in writing and addressed to the Chief of Police, Village Hall, Village of Mamaroneck, Mamaroneck, New York 10543.
