§ 326-51 Zones established.

The following metered parking zones, as shown on the maps on file in the Village Clerk's office, are hereby established:

A. Zone 1: the westerly side of Jefferson Avenue Extension between Mamaroneck Avenue and Station Plaza, designated as "Metered Parking Zone 1."

B. Zones 2(a) and 2(b): the easterly side of Van Ranst Place from Jefferson Avenue Extension to Sheldrake Place, designated as "Metered Parking Zone 2(a)"; and the easterly side of Van Ranst Place from Sheldrake Place to Mamaroneck Avenue, designated as "Metered Parking Zone 2(b)."

C. Zone 3: the southerly side of Station Plaza from Jefferson Avenue to the Mamaroneck River Bridge, designated as "Metered Parking Zone 3."

E. Zone 5: that portion of the southerly side of Prospect Avenue between Mount Pleasant Avenue and Library Lane excluding the first two parking spaces closest to Library Lane, designated as "Metered Parking Zone."

F. Zone 6a: the paved parking area adjacent to the Mamaroneck Free Library located underneath the Emelin Theatre, designated as "Metered Parking Zone 6a," but only so much of said area as may be designated by signs as a metered parking zone. Zone 6b: the Johnson Lot designated as "Metered Parking Zone 6b."

G. Zone 7: all the parking spaces on both sides of Phillips Park Road from East Prospect Avenue to Spencer Place, designated as "Metered Parking Zone 7."

H. Zone 8: the center of the paved parking area known as the "Playhouse Parking Lot" and alongside the theater, designated as "Metered Parking Zone 8."

I. Zone 9: both sides of Mamaroneck Avenue between Boston Post Road (U.S. Route 1) and Halstead Avenue designated as "Metered Parking Zone 9."

J. Zones 10(a), 10(b), 10(c), and 10(d): on the north side of Halstead Avenue, the first 13 spaces east of Mamaroneck Avenue, designated as "Metered Parking Zone 10(a)"; on the south side of Halstead Avenue from Mamaroneck Avenue to Ward Avenue, designated as "Metered Parking Zone 10(b)"; on the south side of Halstead Avenue from Ward Avenue to the end of the bridge over the Mamaroneck River, designated as "Metered Parking Zone 10(c)"; and on the north side of Halstead Avenue, from a point on the east side of the taxi stand area traveling eastward to a point 30 feet west of the Jefferson Avenue intersection, designated as "Metered Parking Zone 10(d)."

K. Zone 11: the west side of Ward Avenue from Halstead Avenue to Spencer Place, designated as "Metered Parking Zone 11."

L. Zone 12: the south side of Spencer Place between Mamaroneck Avenue and Ward Avenue, designated as "Metered Parking Zone 12."

M. Zones 13(a) and 13(b): on the north side of West Boston Post Road (U.S. Route 1) from Mamaroneck Avenue to the St. Thomas Church driveway and the west side of Library Lane from West Boston Post Road (U.S. Route 1) to the northerly end of Building No. 126, designated as "Metered Parking Zone 13(a);" on the north side of West Boston Post Road (U.S. Route 1) from the St. Thomas Church driveway to Delancey Avenue and the south side of West Boston Post Road (U.S. Route 1) from Mamaroneck Avenue to Delancey Avenue, designated as "Metered Parking Zone 13(b)."

N. Zone 14: the south side of East Boston Post Road (U.S. Route 1) from 131 East Boston Post Road (U.S. Route 1) to 313 East Boston Post Road (U.S. Route 1), designated as "Metered Parking Zone 14."

O. Zone 15: the north side of East Boston Post Road (U.S. Route 1) from Spruce Street to the westerly end of Meighan Park, designated as "Metered Parking Zone 15."

P. Zones 16(a) and 16(b): on the west side of Mount Pleasant Avenue, the first two parking spaces south of the intersection of Stanley Avenue and Mount Pleasant Avenue (from 360 to 352 Mount Pleasant Avenue) and the first 10 parking spaces north of said intersection (from the north curbline of Stanley Avenue to the northerly end of the building at 426 Mount Pleasant Avenue), designated as "Metered Parking Zones 16(a) and 16(b)," respectively.

Q. Zone 17: the east side of Mount Pleasant Avenue from the driveway of 341 Mount Pleasant Avenue to the northerly end of the apartment building at 349 Mount Pleasant Avenue, designated as "Metered Parking Zone 17."

R. Zone 19: the upper level of the Hunter Tier Parking Facility on Prospect Avenue across from the Village Hall, designated as "Metered Parking Zone 19," but only so much of said area as may be designated by signs as a metered parking zone.

S. Zone 20: the lower level of the Hunter Tier Parking Facility on Prospect Avenue across from the Village Hall, designated as "Metered Parking Zone 20," but only so much of said area as may be designated by signs as a metered parking zone.

T. Zone 21: the area adjacent to the northwest corner of Spencer Place and Ward Avenue, running along Spencer Place a distance of approximately 200 feet, thence running northeasterly 87.5 feet parallel with Ward Avenue, thence running along an irregular course, a distance of approximately 200 feet, thence along the southwesterly side of Ward Avenue approximately 100 feet to its intersection with Spencer Place, which area shall also be known as "Spencer Lot," designated as "Metered Parking Zone 21," but only so much of said area as may be designated by signs as a metered parking zone.

U. Zone 22: the area on East Prospect Avenue between the street and Mamaroneck River, bounded at the two ends by Tompkins Avenue and 151 East Prospect Avenue, which area shall also be known as "Prospect Lot," designated as "Metered Parking Zone 22," but only so much of said area as may be designated by signs as a metered parking zone.

V. Zones 23(a), 23(b) and 23(c): the south side of the upper level of The Regatta parking garage, as well as one space on the west side of the upper level of said parking garage, designated as "Metered Parking Zone 23(a)," but only so much of said area as may be designated by signs as a metered parking zone; one space along the north side of the upper level of The Regatta parking garage, as well as the area at the center of the upper level of said parking garage, designated as "Metered Parking Zone 23(b)," but only so much of said area as may be designated by signs as a metered parking zone; and the first five spaces on the left side near the entrance to the upper level of The Regatta parking garage, designated as "Metered Parking Zone 23(c)."

W. Zone 24: the south side of East Prospect Avenue between Mamaroneck Avenue and Tompkins Avenue, designated as "Metered Parking Zone 24."

§ 326-52 Time limits.

A. The parking of vehicles in Metered Parking Zones 1, 2(a), and 3, and in the seventh through 22nd spaces commencing from Sheldrake Place in Metered Parking Zone 2(b), established by this article, for a period in excess of 12 hours is prohibited.

B. The parking of vehicles in Metered Parking Zones 5 and 10(b), established by this article, for a period in excess of one hour is prohibited.

C. The parking of vehicles in Metered Parking Zones 9, 10(c), 11, 12, 13(a), 13(b), 14, 16(a), 16(b), 17, 20, 24, and in the first through sixth spaces commencing from Sheldrake Place in Metered Parking Zone 2(b), established by this article, for a period in excess of two hours is prohibited.

H. The parking of vehicles in Metered Parking Zone 23(a), established by this article, for a period in excess of 90 minutes is prohibited, unless a valid decal for Permit Parking Area RP, issued pursuant to Article IV of this chapter, is properly affixed to the vehicle.

I. The parking of vehicles in Metered Parking Zones 23(b) and 23(c), established by this article, for a period in excess of four hours is prohibited, unless a valid decal for Permit Parking Area RP, issued pursuant to Article IV of this chapter, is properly affixed to the vehicle.

J. The parking of vehicles in Metered Parking Zones 21 and 22, established by this article, for a period in excess of four hours is prohibited between the hours of 8:00 a.m. through 6:00 p.m. The parking of vehicles in Metered Parking Zone 19, established by this article, for a period in excess of 10 hours is prohibited between the hours of 8:00 a.m. through 6:00 p.m. Between the hours of 12:00 midnight through 8:00 a.m., the provisions of § 326-53E shall apply in Metered Parking Zones 19, 21 and 22.

K. The parking of vehicles in Metered Parking Zones 6a and 6b, established by this article, for a period in excess of three hours is prohibited except, however, for the parking of vehicles in Metered Parking Zone 6b with a valid GP permit.

§ 326-53 Prohibited hours for parking.

The parking of vehicles in the zones established by this article shall be subject to the following:

A. Metered Parking Zones 1, 2(a), 2(b) and 3: Vehicle parking is prohibited between the hours of 2:00 a.m. and 7:00 a.m.

B. Metered Parking Zones 6, 7, and 8: Vehicle parking is prohibited between the hours of 2:00 a.m. and 8:00 a.m.

C. Metered Parking Zones 59, 10(a), 10(b), 10(c), 10(d), 11, 12, 13(a), 14, 15, 16(a), 16(b), 17, and 24: Vehicle parking is prohibited between the hours of 3:30 a.m. and 5:30 a.m.

D. Metered Parking Zone 20: Vehicle parking is prohibited between the hours of 6:00 p.m. and 8:00 a.m. without an ON parking decal issued pursuant to § 326-40 of this chapter.

§ 326-54 Fees.

A. A fee of $0.25 for 30 minutes is hereby established for parking in Metered Parking Zones 1, 2(a), 3, 6(a), 6(b), 11, 19, and 20, and in the seventh through 22nd spaces commencing from Sheldrake Place in Metered Parking Zone 2(b).

A fee $0.25 for 30 minutes is hereby established for parking in Metered Parking Zone 23(a), 23(b) and 23(c) except that no fee shall be required to be deposited in a parking meter within said zones for vehicles having a valid decal, properly affixed, for Permit Parking Area RP, issued pursuant to Article IV of this chapter.

§ 326-55 Payment of fees required certain hours.

A. The payment of fees hereinbefore specified shall be required in Metered Parking Zones 1, 2(a) and 3, and in the seventh through 22nd spaces commencing from Sheldrake Place in Metered Parking Zone 2(b) during the period from 7:00 a.m. to 7:00 p.m. every day, excluding Saturdays, Sundays and all holidays as designated by the Village Manager.

B. The payment of fees hereinbefore specified shall be required in Metered Parking Zones 5, 6, 7, 8, 10(a), 10(b), 10(c), 10(d), 10(e), 11, 12, 13, 14, 15, 16(a), 16(b), 17, 19, 20, 21, 22, 23(a), 23(b), 23(c) and 24 during the period from 8:00 a.m. to 6:00 p.m. every day, and 9:00 a.m. to 1:00 p.m. Sundays for Zones 7 and 21, excluding Sundays, other than 9:00 a.m. to 1:00 p.m. for Zones 7 and 21, and all holidays, as designated by the Village Manager.

C. The payment of fees hereinbefore specified shall be required in the first through sixth spaces commencing from Sheldrake Place in Metered Parking Zone 2(b) during the period from 9:00 a.m. to 5:00 p.m. every day, excluding Saturdays, Sundays and all holidays as designated by the Village Manager.

D. The payment of fees hereinbefore specified shall be required in Metered Parking Zone 9 during the period from 8:00 a.m. to 8:00 p.m. every day, and 9:00 a.m. to 1:00 p.m. Sundays, excluding Sundays, other than 9:00 a.m. to 1:00 p.m., and all holidays as designated by the Village Manager.

E. The payment of fees hereinbefore specified shall be required in Metered Parking Zones 10(a) and 10(d) during the period from 7:00 a.m. to 7:00 p.m. every day, excluding Sundays and all holidays, as designated by the Village Manager.

§ 326-56 Power of Manager to prohibit parking, waive fees and remove meters.

A. Notwithstanding the provisions hereof, the Village Manager may prohibit parking in any metered parking zone or part thereof at any time he deems such action necessary for the conduct of necessary municipal operations.

B. Notwithstanding the provisions hereof, the Village Manager has the authority to waive parking meter fees and/or remove parking meters from any parking spaces within any of the metered parking zones, in conjunction with a resolution of the Board of Trustees, wherein it is deemed such action is necessary in the best interests of the Village. Further, notwithstanding any provision in this article to the contrary, any such space for which parking fees are waived or from which meters are removed may be specially designated with respect to the duration that vehicles shall be permitted to remain in said spaces.

§ 326-57 Pavement markings; installation of meters.

Pavement markings shall be applied, outlining parking spaces in the metered parking zones. Parking meters shall be installed within, facing or alongside such parking spaces.

§ 326-58 Operation of meters.

Parking meters shall operate so as to indicate the time remaining on the meter and shall display a signal to indicate the expiration of the legally permitted time to park.

§ 326-59 Prohibited acts.

It shall be a violation of this article:

A. To park in a metered parking zone without depositing in the parking meter the necessary coins and activating the parking meter mechanism.

B. To continue to park in a metered parking zone beyond the period for which a fee has been deposited in the parking meter.

C. To park a vehicle so that all wheels are not within the pavement markings.

D. To deposit in any meter anything other than legal currency of the United States.

E. To park during the prohibited hours or at a time when parking has been prohibited by the Village Manager.

F. To park in a handicapped parking space in any metered parking zone, as designated in § 326-60 of this article, without an authorized handicapped parking decal issued pursuant to § 1203(a) of the Vehicle and Traffic Law of the State of New York.

G. To park in any portion of a metered parking zone at any time said portion has been designated as a loading zone pursuant to § 326-35 of this chapter.

§ 326-60 Handicapped parking spaces; permit required.

A. The following are designated as handicapped parking spaces in metered parking zones:

(1) (1)[1] East Boston Post Road, Metered Zone 15, north side: The first parking space east of Mamaroneck Avenue is hereby designated a handicap parking space.

(2) The first parking space east of the driveway of 155 East Boston Post Road (U.S. Route 1) in Metered Parking Zone 14.

(3) The following parking spaces in Metered Parking Zone 9:

(a) The parallel parking space north of East Boston Post Road (U.S. Route 1) on the east side of Mamaroneck Avenue located in front of 101 Mamaroneck Avenue.

(b) The first parking space north of the fire hydrant on the east side of Mamaroneck Avenue in front of 229 Mamaroneck Avenue.

(c) The first parking space north of the movie theater on the east side of Mamaroneck Avenue in front of 245 Mamaroneck Avenue.

(d) The first parking space north of the fire hydrant on the east side of Mamaroneck Avenue in front of 315 Mamaroneck Avenue.

(e) The first parking space south of the crosswalk on the west side of Mamaroneck Avenue in front of 366 Mamaroneck Avenue.

(f) The first parking space south of the fire hydrant on the west side of Mamaroneck Avenue in front of 270 Mamaroneck Avenue.

(g) The first parking space north of the fire hydrant on the west side of Mamaroneck Avenue in front of 210 Mamaroneck Avenue.

(h) The first parking space south of the bus stop area on the west side of Mamaroneck Avenue, adjacent to 448 Mamaroneck Avenue.

(i) The first parking space on the east side of Mamaroneck Avenue south of Halstead Avenue in front of 451 Mamaroneck Avenue.

(4) The 12th parking space west of Library Lane in front of the Village Hall in Metered Parking Zone 5.

(5) At the north side of the lower level of the Hunter Tier Parking Facility on Prospect Avenue, the first parking space east of the walkway to Palmer Avenue and the first parking space west of the walkway to Palmer Avenue.

(6) One parking space along the south side and one parking space along the west side, near the elevator, on the upper level of The Regatta parking garage in Metered Parking Zone 23(a).

(7) One parking space along the north side of the upper level of The Regatta parking garage in Metered Parking Zone 23(b).

B. A special parking permit for handicapped parking, as required under § 1203(a) of the Vehicle and Traffic Law, entitled "Parking permits for handicapped persons," continues to be required for parking of vehicles in designated handicapped parking spaces within metered parking zones in the Village of Mamaroneck. All sections of this article apply to the parking of vehicles in designated handicapped parking spaces within metered parking zones in the Village of Mamaroneck.

§ 326-61 Damage of meters prohibited.

No person shall deface, injure, tamper with, break, destroy, impair the usefulness of or open without lawful authority any parking meter, nor shall any person deposit or cause to be deposited in any parking meter anything other than lawful currency of the United States.
