An application for approval of a subdivision plat showing lots, blocks or sites without new streets shall be accompanied by ten (10) copies of such plat. The subdivision plat shall be drawn at a scale of not more than twenty (20) feet to the inch and shall contain the following, except where variation may be specifically authorized by the Board:
A. 
The location and dimensions of property lines of each lot, block or site.
B. 
Existing and proposed contours, showing elevations based on Mamaroneck datum, at intervals of not more than two (2) feet.
C. 
The location and dimensions of all existing and proposed structures, sewers, drains, utilities, driveways, parking areas and other improvements.
D. 
Such other information as the Board may require.
E. 
An existing elevation or benchmark based on Mamaroneck datum.
F. 
A tree preservation plan in accordance with the requirements of Chapter 318 of this Code.

A. 
In granting or withholding approval of such a subdivision plat, the Board will consider:
(1) 
Whether there is adequate provision and access for a separate sewer connection and a separate water service line to each principal building to be erected on such lots, block or sites.
(2) 
Method whereby such lots, blocks or sites are proposed to be drained.
(3) 
Whether, in other respects, such lots, blocks or sites are of such a character and location that they can be used safely for the purpose and in the manner proposed without danger to health or peril from fire or other menace.
(4) 
Whether there is any reasonable basis for assuming that a street will later be opened adjacent to any part of such lot and, if so, whether the proposed use might interfere with any such street or result in any noncompliance with the provisions of the Zoning Ordinance[1] in the event any such street is later opened.

(5) 
Whether the proposed use will be in harmony with the general purposes and intent of the Zoning Ordinance[2] and consistent with the public health, safety and the general welfare.

B. 
In approving any such subdivision plat, the Board may impose such reasonable conditions and safeguards as it may deem appropriate.
If the location of the existing and/or proposed improvements is not known at the time of application, application may be made for approval of a preliminary plat conforming to the requirements of § A348-20, other than Subsection C thereof. Approval of any such preliminary plat shall not become final until and unless there shall be submitted to and approved by the Planning Board a subdivision plat conforming to all the provisions of § A348-20.
