No person, firm, association, church, school or corporation
shall lay any sewer to property located outside the City of Oswego
to a sewer connected to the City sewage system without first obtaining
a permit therefor as provided by this Part 1.
In the event that the sewer service fee herein provided for
by any common user thereto shall remain unpaid on the first day of
July in any calendar year, the Commissioner of Works shall cause the
connection to the City sewer system to be discontinued and the opening
provided therefor into the City sewer to be closed at the point of
connection. Such service shall not be restored until the arrears in
sewer service fees have been paid, together with the cost incurred
in disconnecting and reconnecting such service.
Such permit may be revoked by the Common Council, which revocation
shall be effective six months after written notice thereof shall have
been given by sending the same by registered mail to the owner of
the property described in the permit as his name shall appear from
the last preceding assessment roll of the County of Oswego.
A violation of this Part 1 shall be punishable for the first
offense by a fine not exceeding $100, and for the second and each
subsequent offense by a fine of not less than $100 nor more than $200.
Each day on which such violation continues shall constitute a separate
offense.
