A. 
No person or entity shall permit a vehicle owned by such person or entity to be operated as a taxicab, limousine, private livery car or private livery van upon the streets, highways, avenues or public place within the Village of Thomaston without having first obtained and having then in force an owner's license from the Town of North Hempstead. The fact that a vehicle is being operated as a taxicab, limousine, private livery car or private livery van shall be presumptive evidence that it is being operated by permission of the owner.
B. 
No person shall operate a taxicab, limousine, private livery car or private livery van upon the streets, highways, avenues or public place within the Village of Thomaston without having first obtained and having then in force a Town of North Hempstead driver's license from the Town of North Hempstead.
C. 
No person shall operate a taxicab, limousine, private livery car or private livery van upon the streets, highways, avenues or public place within the Village of Thomaston unless such taxicab, limousine, private livery car or private livery van is duly licensed by the Town of North Hempstead at the time of such operation.
D. 
For the purposes of this section, the terms "taxicab," "limousine," "private livery car" and "private livery van" shall have the meaning ascribed to such terms by the laws and ordinances of the Town of North Hempstead regulating such vehicles and uses thereof.
