The Columbia Borough Fire Department shall submit to the Fire Chief annually on or before October 15 a proposed budget for the coming year.

The Borough Council may, at its expense, audit any of the Columbia Borough Fire Department as provided by law where a reasonable doubt exists as to the proper operation and management of said Columbia Borough Fire Department.
The Borough Council of the Borough of Columbia shall appropriate annually to the Columbia Borough Fire Department from the general fund of the Borough or from any special fund established for the purpose such amounts of money as the Borough Council in its sole discretion shall deem reasonable and necessary for the operation and maintenance of the Columbia Borough Fire Department and its facilities and the rehabilitation or acquisition of land, buildings or equipment, as may from time to time be authorized by the acts of general assembly of the Commonwealth of Pennsylvania. Nothing herein shall be construed as requiring the Borough Council to make any annual appropriation to any Columbia Borough Fire Department.
No appropriation shall be made to the Columbia Borough Fire Department if it has failed to file with the Borough in acceptable form for the preceding fiscal year the budgets and/or audited filings as required by § 24-23 of this article.
Any and all appropriations made by Borough Council may be limited, decreased or eliminated should the Columbia Borough Fire Department have violated any of the provisions of this article.
The Columbia Borough Fire Department may recover the reasonable cost of the equipment necessarily damaged, destroyed or used and fire extinguishing agents used or consumed in the course of mitigating fire emergencies, hazardous material spills or releases, including, but not limited to, environmental, industrial, residential and motor vehicle rescue incidents or in the performance of their authorized duties from the persons, corporations, designated agents or other entities for whom the Columbia Borough Fire Department performed their services.
The Columbia Borough Fire Department shall follow the latest cost recovery guidelines approved by the Lancaster County Fire Chiefs Association and adopted by the Lancaster County Fireman's Association.
The reasonable costs as outlined above may be recovered directly by the Columbia Borough Fire Department, Columbia Borough, with consent of the Borough Council, or through an approved third party cost recovery service as an authorized agent for the collection of said reasonable costs.
Cost recovery for all hazardous material spills or releases that are under the direct control of the Lancaster County Emergency Management Hazardous Materials Team or its designated representative(s) shall be submitted to the Director of the Lancaster County Emergency Management Agency, as the designated authority having jurisdiction.
After receipt of the items listed in Subsection D(1) and (2) below by the Columbia Fire Chief, the following documents shall be provided by the appropriate Fire Company to the insurance company or other third party:
The Columbia Borough Fire Department shall submit a uniform quarterly report to the Borough Fire Chief on or before the 15th of the first month of the following quarter (ex., first quarter report, on or before the 15th of April), regarding cost recovery.
