The Pennsylvania Municipalities Planning Code ("MPC") authorizes the Borough Council of the Borough of Columbia to prepare, adopt and amend the Official Map of the Borough of Columbia showing existing and proposed public streets, public grounds, public parks, playgrounds and open space reservations. The Borough Council has determined that the amendment of its Official Map will assist the Borough of Columbia in the implementation of its Comprehensive Plan and will assist land owners in the determination of uses and development of their lands within the Borough of Columbia. The Borough of Columbia has solicited reviews of the proposed amendment to its Official Map from the Borough of Columbia Planning Commission, the Lancaster County Planning Commission, the Board of Supervisors of West Hempfield Township, the West Hempfield Township Planning Commission, the Board of Supervisors of Manor Township, and the Manor Township Planning Commission. Following the receipt of the comments and recommendations of such bodies, Borough Council of the Borough of Columbia held a public hearing in accordance with the requirements of Article IV of the MPC.[1]
