There is hereby created a Recreation Board in and for the North Codorus
Township. The Board shall consist of no fewer than five persons to be appointed
by the North Codorus Township Board of Supervisors for such terms as shall
permit no more than two terms to expire in any one calendar year.
The members of the Board shall be appointed by the Board of Supervisors
of North Codorus Township for terms of five years, in such order that at least
one member's term shall expire annually. The aforesaid appointments for
a specified term notwithstanding, a Board member may stay in office until
a successor qualifies or is appointed, or the Board of Supervisors of North
Codorus Township may remove any member of the Board, at the pleasure of the
Board of Supervisors of North Codorus Township.
The members of the Board shall serve without pay, and vacancies in such
Board, occurring otherwise than by expiration of a term, shall be filled by
the Board of Supervisors of North Codorus Township for the unexpired term
in the same manner as original appointment.
A.
The Recreation Board shall elect its own Chairman and
Secretary and any other officers deemed necessary, to serve for a period of
one year.
B.
A Director of Recreation shall be designated to serve
as the administrative officer of the Recreation Board and shall be directly
responsible to the Board of Supervisors of North Codorus Township for the
performance of his and/or her duties.
The Recreation Board, at such times as directed by the Board of Supervisors
of North Codorus Township, shall annually submit for approval to the Board
of Supervisors of North Codorus Township a proposed budget for the ensuing
year, setting forth all proposed expenditures, salaries and programs. The
Recreation Board shall not in any manner obligate the North Codorus Township
for the payment of any municipal funds until the same is appropriated by the
Board of Supervisors of North Codorus Township.
The Recreation Board shall exercise the authority granted herein over
any recreation place acquired hereafter or now existing, unless otherwise
specified by the Board of Supervisors of North Codorus Township.
