As used in this article, the following terms
shall have the meanings indicated:
BACKFILL
(As a noun) Material used to occupy excavation.
EXCAVATION
Making opening and digging by hand or mechanical means.
PERMITTEE
Any person, persons, partnership, company or corporation
to whom permit to excavate or open Borough street or sidewalk is issued.
Shall include all work for excavation, trenching,
and backfilling for the installation, removal, repair and/or maintenance
of underground piping, conduit, or wiring, and the appurtenances thereof.
All pipes, lines, conduits and/or wiring shall
be examined, tested and approved by permittee in accordance with applicable
utility specifications.
The final surface of streets shall be replaced
with the same number of inches of bituminous material as was removed
in excavation by permittee.
Permittee shall clean up and dispose or cause
the same to be done, of all excess materials, trash, forms, wood and
other debris.
No excavation nor backfilling shall be done
at any time except under the direction and supervision of an official
inspector appointed by the Borough. Such inspector shall enforce all
regulations relating hereto as required by this article.
