No person shall park or leave standing a vehicle, whether attended or unattended, on any street in the Township of Washington, (i) during any snow or icing event, and for a period of 48 hours thereafter; or (ii) upon declaration of an emergency by the police for inclement weather or for any other reason, until the such emergency declaration expires or has been withdrawn as the case may be.
A. 
Upon the declaration of an emergency, there shall be no parking upon streets or parts of streets where temporary emergency no-parking signs are displayed. The Chief of Police, or in his absence the ranking police officer, is authorized to declare an emergency and to direct the posting of said emergency no-parking signs when weather conditions, accidents, fires or public celebrations dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic.
B. 
Notification that the emergency no-parking signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
Any unoccupied vehicle parked or standing in violation of this article shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.

In addition to such emergency powers as are conferred upon the Police Department by applicable law, the Police Department shall have the following powers:
A. 
The Chief of Police, or in his absence the ranking police officer on duty, is authorized to place emergency traffic control devices at intersections governed or controlled by traffic lights or traffic signals any time such lights and/or signals are rendered impaired or inoperable. Included among such emergency traffic control devices, by way of illustration but not limitation, are road flares, portable signs, barricades and emergency generators.
B. 
Whenever the Chief of Police, or in his absence the ranking police officer on duty, shall determine that an emergency condition exists with regard to the flow of vehicular traffic on Washington Avenue between Van Emburgh Avenue and Wearimus Road due to inclement weather or other conditions affecting the road surface thereof, the Chief of Police, or in his absence the ranking police officer on duty, shall have the authority to close Washington Avenue between Van Emburgh Avenue and Wearimus Road, and to detour, reroute or divert any and all traffic from said roadway utilizing barricades, signs and traffic control devices which shall be posted across the roadway on the Van Emburgh Avenue and Wearimus Road sides of Washington Avenue.
C. 
Violations and penalties of this article shall be governed by §§ 223-3 and 223-30.
