An ordinance to establish a Township Emergency Preparedness Policy and
Organization; to define the duties and responsibilities of the Deputy Emergency
Measures Coordinator; to authorize the use of the material resources and manpower
of the Township in emergency operations; and prevent, minimize and relieve
damage to persons and property resulting from any form of disaster.
For purposes of this chapter, certain words used herein are defined
as follows:
COORDINATOR
The responsible head of the Jackson City-County Office of Emergency
Measures, as appointed by the resolution of the Jackson City Commission and
the Jackson County Board of Commissioners.
DEPUTY COORDINATOR
The Director of Public Safety of the Charter Township of Blackman
appointed by the Coordinator to provide liaison services between the Township
of Blackman and the Jackson City-County Office of Emergency Measures.
DISASTER
An occurrence or imminent threat of widespread or severe damage,
injury, or loss of life or property resulting from a natural or man-made cause,
including fire, flood, snow, ice, windstorm, wave action, oil spill, water
contamination requiring emergency action to avert danger or damage, utility
failure, hazardous peacetime radiological incident, major transportation accident,
epidemic, air contamination, blight, drought, infestation, explosion, or hostile
military or paramilitary action. Riots and other civil disorders are not within
the meaning of this term unless they directly result from and are an aggravating
element of the disaster.
EMERGENCY SERVICES
A broad meaning to include preparations for and relief from the effects
of natural and man-made disaster.
EMERGENCY SERVICES FORCES
Any employees, equipment, and facilities of any municipal department
or agency designated in the Jackson City-County Emergency Operation Plan,
to be part of the total Emergency Measures Forces of the county, to provide
emergency services in the event of a disaster.
STATE OF DISASTER
A declaration issued by the Governor that a state of disaster exists
under the provisions of Act 390, Public Acts of 1976.
SUPERVISOR
The chief elected official of the Charter Township of Blackman.
