It shall be unlawful for the owner or occupier of any
residential lot or property to permit the excessive growth of grass or weeds
on any residential lot within the Township of Logan. For the purposes of this
chapter, "excessive" shall be defined as grass or weeds growing in excess
of one foot high.
It shall be unlawful for the owner or occupier of any
property to permit an accumulation of garbage, debris, trash or waste of any
kind to accumulate on any lot or to permit any conditions upon the property,
such as would serve as an attraction, nesting or breeding place for rodents
or mosquitoes.
Upon discovery of any of the prohibited conditions set
forth herein, either the Township Clerk, Zoning Officer or Board of Health
Officer is hereby authorized to write to the owner and occupier of such real
estate advising him of the violation. Such notice may be delivered personally
by any of the officials designated herein, any officer of the Logan Township
Police Department or sent by certified mail, return receipt requested, to
the address listed on the Logan Township property tax records.
The owner and occupier of the property shall be advised
that he has 14 days in which to remedy the problem or to clean the lot. The
owner and occupant shall be further notified that if he fails to remedy the
violation that the township may remedy the violation, and the costs of such
shall be added to the property taxes of the owner. The owner and occupier
shall both be further advised that failure to remedy the lot maintenance violation
shall cause a complaint to be signed against them.
Any violation of this chapter shall be punishable by a fine not to exceed
$100 per day for each violation. Each day that a violation exists past the
14 days set forth above shall be deemed a separate violation.
