This chapter shall be known as the "City of North Wildwood Administrative Code."
A. ADMINISTRATOR CHARTER or CITY CHARTER CITY CLERK or CITY CLERK COUNCIL DEPARTMENT DEPARTMENT HEAD GOVERNING BODY MAYOR MONTH ORDINANCE RESOLUTION
Definitions. For the purpose of this chapter and in the interpretation and application of all other ordinances pertaining hereto, except as the context may otherwise require, the following terms shall have the meaning indicated:
The City Administrator appointed pursuant to Ordinance No. 855 and this Code or any Deputy or Acting Administrator temporarily serving in place of the City Administrator.
The City form of local government as described in all applicable provisions of L. 1899, c. 52, N.J.S.A. 40:109-3(1) et seq., as amended and/or supplemented and/or replaced by N.J.S.A. 40A:61-1 et seq.

The City of North Wildwood, County of Cape May, State of New Jersey.
The Municipal Clerk appointed by the City Council.
The body which shall exercise the legislative power in the City.
The basic organizational unit of the City government, established as such pursuant to this Code.
The administrative head of a department, sometimes known by other titles such as "chief," "superintendent," etc.
The Council comprises the governing body.
Chief Executive Officer.
A calendar month, unless otherwise specifically provided.
"Ordinance" as defined at N.J.S.A. 40:49-1.

An action expressing the sense or will of the Council on a matter of special or temporary interest which shall be written and may be adopted at the meeting at which it is introduced without publication or public hearing.
B.
Word usage. For the purposes of this Code and any other ordinances or resolutions heretofore or hereafter adopted, except as the context may otherwise require:
(1)
The present tense includes the past and future tenses as well as the present.
(2)
The masculine gender includes the feminine and neuter.
(3)
The singular includes the plural and the plural the singular.
(4)
"Shall" is mandatory and "may" is permissive.
(5)
The time within which an act is to be done shall be computed by excluding the first day and including the last, and if the last day is a Saturday, Sunday, or legal holiday, that day shall be excluded.
(6)
"Writing" or "written" means any visual mode of reproducing words or numbers on paper or similar material that is in general use.
C.
Interpretation.
(1)
It is the intent of the Council in enacting this Code to exercise fully the powers to organize and regulate its internal affairs, and the provisions of this Code shall be construed liberally to that end.
(2)
The Code shall be interpreted and administered so as to maintain the separation of legislative and administrative powers.
